To maintain, test & validate a CAA GIS database in order to provide GIS products, services & support to all CAA departments & external clients.
**Maintain, test & validate a Multi-User GIS Database**
- Maintain, test & validate a Multi-User GIS Database based on industry specific &
- functional standards as well as user requirements using ESRI ArcGIS products such as
- ArcGIS 3D Analyst & ArcGIS for Server/ArcSDE.
- Maintain, test & validate an AICM & AIXM compliant aeronautical GIS Database.
- Maintain an ETOD database.
- Assist the GIS Specialist to obtain relevant information, evaluate the information and plan
- the structuring of GIS databases utilising this information.
- Assist the GIS Specialist to implement, administer & maintain the ArcGIS for Server
- system in conjunction with the CAA IT department.
- Assist the GIS Specialist to develop, test, implement and maintain GIS Web Services.
**GIS Services & Support to CAA functional departments and external clients**
- Provide professional GIS support & GIS services to all relevant CAA offices & external
- clients, including NASCOM.
- Provide GIS advice & recommendations to all relevant CAA offices & external clients.
- Perform 3D analysis, including Line-of-Sight, Viewshed & 3D animation, using ArcGIS
- 3D Analyst.
- Support the validation and charting of all published flight procedures by the provision of
- appropriate GIS data, support & services.
- Support the validation of all World Aeronautical Charts (WAC) by the provision of
- appropriate GIS data, support & services.
- To conduct special project as delegated or assigned.
**Quality Assurance**
- Perform multi-tier quality assurance checks to verify, validate and maintain GIS data
- acquired, created and utilised by the CAA.
- Assist the GIS Specialist to ensure compliance with defined ICAO SARPs, international
- best practice, industry specific standards, functional standards or any other standard as
- might be required.
- Assist the GIS Specialist to implement a quality assurance system to ensure the
- currency and integrity of the GIS Database.
- Assist the GIS Specialist to comply with the standards required for compliance with ISO
- 9001:2000.
**Research and Development**
- Assist the GIS Specialist to continually research and update the GIS data and products
- utilised by all GIS clients in line with ICAO SARPs, international best practice, industry
- specific standards, functional standards or any other standard as might be applicable or
- required.
- Assist the GIS Specialist to continually update and develop the GIS process &
- procedures in line with the ICAO SARPs, international best practice, industry specific
- standards, functional standards or any other standard as might be applicable or required.
- Assist the GIS Specialist to proactively research and develop specific proposals for
- standards to be applied in the aviation GIS environment.
- Assist the GIS Specialist to maintain the CAA GIS Master Plan.
- Assist the GIS Specialist to create and maintain a CAA GIS Manual of Procedures and
- Standards (MOPS).
**OJT/Mentoring**
- Assist the GIS Specialist to mentor PD&C/AOG and other personnel in the utilisation of GIS data, products and services.
**Communications and Safety Promotion**
- To project a professional image of the SA CAA to all stakeholders.
- Conduct GIS studies as assigned by the M:PANS-OPS.
- To proactively promote GIS utilisation to improve safety in relation to all CAA activities.
- To provide open communication between the PANS-OPS section and all users of CAA GIS products.
**Minimum Qualification**:
- GIS Diploma or related qualification (NQF Level 6).
- ESRI ArcGIS Desktop Software Courses:
- ArcGIS Basic (or equivalent)
- ArcGIS Standard (or equivalent)
- ArcGIS Advanced (or equivalent)
- ArcGIS Building Geodatabases
**Ideal Qualification**:
- GIS Degree or related qualification.
- ESRI ArcGIS Desktop Software Courses
- ArcGIS Configuring & Managing a Multiuser Geodatabase
- ArcGIS for Server: Sharing GIS Content on the Web
- ArcGIS 3D Analyst/Spatial Analyst (or equivalent)
- Introduction to Geoprocessing Scripts using Python
- ArcGIS for Aviation (Charting) (or equivalent)
- SQL Server/SQL Express
**Experience**:
- 2 Years GIS Experience
