The SMME Mentor is accountable to the SMME Technical Manager East London Office of the SMME Unit
- MANDATE
- The SMME Mentor is mandated to provide management support to SMMEs during procurement and during implementation of construction contracts. The SMME mentor is primarily responsible to manage the demand side activities as indicated on the attached process flow chart, and to co-ordinate with the manager/s of the supply side processes.
- DESCRIPTION
- ** RESPONSIBILITIES AND OBLIGATIONS**

In pursuance of this primary objective the SMME Mentor is required to:
During the procurement and initiation phase of projects:

- Value Engineering sessions, and be responsible for liaison and interaction with the Technical team, in support of the SMME participation in any construction project within the CDC
- Assist in the development and implementation of Mentorship processes.
- Assist supply side processes with capacity assessment and profiling of contractors as part of the short-listing process for SMME tenders.
- Facilitate and establish relationships for SMME contractors with suppliers of materials and finance.

During construction implementation:

- Coordinate SMME on-site mentorship programmes between all stakeholders.
- Act as On-site Mentor and advisor to SMMEs.
- Promote SMME contractor compliance to conditions of contract and technical specifications, including SHE specifications.
- Promote implementation of Project Management and control techniques.
- Provide advice on site administration procedures, and facilitate monthly progress payments.
- Assist in resolution of site management problems.
- Provide reports on contractor progress at all stages.
- Aid and facilitate communication between SMME contractors and Main Contractor/Construction / Manager/Consultants
- Assist SMMEs to integrate their programme into the main project programme
- Provide SHE advice and support.
- Negotiate and assist with payment terms for SMME contractors with main contractors, PMs and CDC finance department.
- Provide a close-out report for SMME contracts.

Furthermore, you are to ensure that:

- You are aware of and have access to the CDC’s SHEMS;
- You are aware of your responsibilities and duties as laid out in the CDC’s SHEMS;
- You are aware that you work in a safe and environmentally friendly manner;
- You ensure that the company’s housekeeping standards are maintained throughout your area of responsibility;
- You report any unsafe conditions or acts which you cannot rectify yourself to your SHE representative or to the Senior SHE Project Manager as soon as possible;
- You report all SHE incidents which occur within your area of responsibility promptly and in the correct format;
- You are totally familiar with your responsibilities in terms of the CDC’s emergency plan;
- You communicate to the Senior SHE Project Manager any required changes to the SHEMS prior to implementing these changes;
- You timeously complete and correctly record any corrective action which needs to be taken in order to rectify a SHE matter;
- You give full co-operation to, and participate in (as required), the CDC’s internal and external SHEMS audits.

**SPECIAL RESPONSIBILITIES**

The SMME mentor has a fiduciary responsibility to promote the development of good governance and the viability of SMMEs. The mentor must:

- Have no personal interest in any of the activities associated with SMME construction contracts, or advise the CDC of any conflict of interest that arises
- Not act as agent for any stakeholders with an interest in the construction contracts.
- Advise the CDC of any dealings by any stakeholders in SMME contracts that are not in accordance with good governance.
- Advise the CDC of risks that threaten the viability of SMME contractors or that threaten the interests of CDC.

**QUALIFICATION AND EXPERIENCE**
- B Tech in Construction Management/ Quantity Surveying / Civil Surveying;
- 5 years of construction industry experience would be advantageous;
- 3 years’ experience working with SMMEs;
- Knowledge of sustainable SMME development;
- Knowledge of good construction procedures and processes on projects;
- Understanding the business of contractors;
- Driver's License is advantageous.
