**Strategic Information Advisor x 1 - (Ref Acc-01)**

**Main purpose of the job**

To lead Strategic Information responsibilities at MatCH for TB programme including all monitoring, evaluation, reporting functions of the project, data analytics, and Health Information System requirements in the supported regions.

**Key performance areas**
- Lead the development & implementation of MatCH’s TB Programme monitoring and evaluation strategy and fulfilment of all evaluation design requirements.
- Identify and evaluate programme related challenges, risks; best practices and opportunities.
- Establish strong working relationships and networks with key personnel to ensure implementation of SI activities.
- Provide strategic input into the design, planning and implementation of systems for data collection, storage, analysis and use.
- Present data to senior management team, EXCO.
- Prepare technical reports.
- Review and monitor project databases.
- Manage data collection processes.
- Develop appropriate systems for data entry/transcription/translation process, coordination and quality control, including data storage.
- Conduct data analysis and write up results.
- Lead the production of high-quality data visualisations.
- Lead the interpretation and comparison of complex data sets.
- Present at high level fora including technical working groups, USAID, Prime, Sub
- recipient, and national/provincial/district meetings.
- Provide oversight to all MatCH TB data quality assessments/audits and continuous quality improvement.
- Facilitate SI and M&E capacity building activities and support and mentor district teams with data collection tools and processes, indicators, data use, data quality assurance and reporting.
- Staff management.
- Perform other duties aligned to the role as assigned.

**Required minimum education, training and technical support**
- A Master's degree in management, monitoring and evaluation, biostatistics, statistics, analytics or a related field is required.

**Minimum work experience**
- A minimum of six years of experience with demonstrated progressively increasing responsibility in designing, implementing and managing large, complex activities involving multiple partners in developing countries.
- A minimum of six years of progressively responsible experience in providing technical assistance in developing or strengthening SI/M&E at health facilities, the development of QI improvement plans and QI capacity building programmes.
- A minimum of five years prior experience managing or supporting the management of international donor-funded health programmes, preferably USAID specific.
- A minimum of five years of experience in implementing quality improvement data management systems and monitoring and maintaining standards and quality of services at facility and community levels.

**Desirable additional education, work experience and personal abilities**
- PhD in Public Health, Health Policy, Nursing, or related field.
- Certification in good clinical practice (GCP).
- Clinical expertise and experience managing complex operational research projects.
- Knowledge of DOH healthcare systems and structures including familiarity with policies, programme priorities and regulations.
- Experience working with International NGOs (USAID/CDC).
- Fluency in one or more national South African languages.
- Exceptional strategic thinking and an ability to analyse and synthesize data from a range of sources.
- Exceptional Interpersonal Skills with a strong ability to develop beneficial relationships and networks to achieve results.
- Excellent communication and writing skills.
- Excellent collaboration and partnering skills in a teamwork environment.
- Ability to manage multiple priorities and projects while working as part of a team.
- Conflict handling, decision making, strong negotiation skills and resilience.
- Ability and willingness to travel extensively.
