**Overview**:
The Chief Financial Officer is responsible for providing leadership, direction and management to the finance team as well as the formulation and implementation of the finance strategy. The role is also accountable for managing the funding activities in line with the Annual Performance Plan of the company, with significant interaction with prospective third-party funders. The CFO must drive the implementation and monitoring of effective financial risk compliance and governance system and processes as well as the management and safeguarding of all assets of the company in accordance with the Public Finance Management Act, the Companies Act, National Empowerment Fund Act and other accompanying regulations. The incumbent must adhere to accepted financial standards and prescribed regulations while demonstrating astute and prudent financial management in guiding the organisation towards financial sustainability.

**Job Purpose**:
The Chief Financial Officer is an executive member and is a key contributor to strategic planning broadly and specifically the financial strategy and controls systems. The CFO determines the financial strategy of the organisation, inclusive of the strategic planning and management of the finance function. Further, the CFO is responsible for planning, implementing, managing and controlling all financial-related activities, inclusive of direct responsibility for accounting, finance, budgeting, forecasting as well as oversee the IST and Supply Chain departments as well as maintaining the business’s integrity both internally and externally

**Key Responsibilities**:
The incumbent is required to ensure the following key outputs are focused on, for the company:

- Contribute positively to the company’s strategic planning processes and provide high level

financial leadership and commercial acumen;
- Lead the Finance strategy;
- Lead and direct the financial, taxation and contracts administration functions of the

organisation;
- Develop financial risk management strategies;
- Direct financial plans in line with the vision, strategy and goals of the company, in support of

The growth and development opportunities of the country, including financial modeling,

Scenario planning and forecasting;
- Engage effectively at a strategic level with Government officials and senior financial

counterparts in other DFI’s;
- Oversee and direct financial accounting systems enhancement, ensuring appropriate

support, controls and management;
- Provide strategic direction on cash flow, borrowing and investment management;
- Provide financial and statistical reports, plans and budgets for executive decision making at

executive and Board level;
- Ensure effective compliance across all financial and tax related matters;
- Ensure appropriate financial policies and procedures are in place to support the business;
- Ensure compliance with accounting reporting requirements according to the generally

accepted code of practice, the statutory audit process as well as good corporate governance;
- Enhance high standards of financial control and ensure effective management of working

capital, margin management, risk management and disciplined financial best practice;
- Monitor and review SCM activities against the SCM Policy through effective procurement

procedures, requisition and ordering systems, reporting and governance structures;
- Oversee the establishment of the IST governance framework which is in line with the

Strategy of the company;
- Oversee all IT projects and ensure they are delivered on time, within budget and meet all set

objectives;
- Oversee the planning and target setting of the organisational strategy in line with its

objectives and ensure effective and adequate monitoring thereof;
- Oversee and direct the compilation of budgets and financial reports for internal reporting;

**Reporting Relationships**:
The Chief Financial Officer reports directly to the Chief Executive Officer and is accountable for the following functions and thereby having the following direct reports (Heads of Department):

- Finance
- Supply Chain Management
- Information System Technology

**Financial Returns**:

- Participate in developing new business and assisting the CEO in identifying new funding
- opportunities;
- Take accountability for the Divisional budget, explaining any variations and developing and

implementing actions to be taken if budgets are not met;
