Our client, a global leading provider in the Energy sector, is looking to appoint a successful Construction Site Manager, to be based in Temane, Inhambane.

**Purpose of Role**

The Construction Site Manager is the Owner’s representative at site for the execution of the construction and commissioning of combined cycle power plant, from financial close until provisional acceptance and COD. Works in close cooperation with the Construction Director in relation to the technical aspects for the execution and oversight of an engineer-procure-construct (EPC) contract for a 450MW combined cycle gas turbine plant, with a 5x1 configuration (5 gas turbines, 5 heat recovery steam generators and 1 steam turbine), built-in Temane, Inhambane province, Mozambique.

**Main Responsibilities**

Support the Construction Director.

Ensures the global management responsibility over the worksite safety.

Ensure an accident-free project (adoption of, and adherence to, safe working practices, H&S and ESG throughout the project).

Contribute to the evaluation and development of project solutions and options.

**Overall management of the EPC Contract on the site; this covers**:
Co-ordination of the review and comment of EPC contractor site management procedures (H&S, ESG (Environment, Social, Security, Stakeholder Engagement etc), quality control and witnessing, planning, technical specifications adherence etc.), of any risks analysis and method statement, and of site-specific drawings (laydown areas, accesses, services, etc.) for compliance to the Contract.

Participation to the Design Review as required.

Monitoring and supervision of all EPC contractor activities to ensure compliance to Management Plans, drawings, QA/QC plans, site procedures and the EPC Contract, including action plan of the ESIA and the OE Technical Specification. Ensuring that EPC Contractor organization at site allow to keep control on the contractors for all aspects (health & safety, environment, quality, social management, etc.) and to properly coordinate their activities at site.

Ensure all contractor and subcontractor insurance policies required under the related contracts are in effect.

Ensure Contractor adheres to the IFC Guidelines.

Assessing with the EPC Contractor completion of the site milestones used for payments and reporting status.

Organizing recording of all activities on-site and of any EPC difficulties linked to meteorological conditions, other external conditions or Owner side activities or events (power plant operation).

Detailed analysis of the EPC contractor’s construction schedule and monthly reports,

Generation of site weekly and Monthly reports to be delivered to the Construction Director

Guiding the EPC to help resolve technical issues along with the OE representatives,

Managing the power plant acceptance process with progressive establishment of punch Items and punch items lists with the EPC Contractor,

Understanding and supervision of contracts and budgetary management, cost control, change order approvals.

**Management of the Tolling Agreement on the site in close cooperation with the Construction Director. This covers**:
Coordination of inspections with partner on the network facilities.

Coordination of partner participation to the commissioning and tests.

Ensuring that test reports are made available to partner in due time and signed by them when applicable.

Organizing and managing site meetings as necessary and coordinating preparation of work permits to be given by contractor for activities on their premises.

**Management of the interface with the operation & maintenance company**:
Coordinate between O&M Company and EPC Contractor for the organization, execution, and acceptance of the training,

Coordinate between O&M Company and EPC Contractor for the supply of operators to the EPC Contractor during the commissioning and testing of the plant until COD,

Making sure that Owner punch items lists incorporate all O&M company comments as required,

Organise in cooperation with the Construction Project Director, the transfer of the completed power station to the O&M Company.

**Management of Owner’s site activities, site responsibilities and site facilities. This includes**:
Participating in the hiring of the Owner’s field staff, as required, to ensure adequate resources are in place for effective and timely execution of projects and management of this staff on site.

Owner’s management of the Owner’s Engineer onshore and offshore staff.

Provide supervision and guidance to the Owner’s staff.
