**_ Position Purpose:_**

1. To provide strategic direction to the asset management function as well as the overall capital programme on a

consolidated level.

2. To manage the financial health of the Capital department by leading the execution of specific initiatives by the Capital

Projects office for the entire TFR.

3. Ensure that sound capital investment decisions are taken, and proper financial and internal controls are in place during the

project life cycle and for the continued safeguarding of all assets for TFR.

4. To provide leadership to the Heads of finance in the corridors with regard to assets and capital projects

**_ Position outputs:_**

1. Consolidate the annual budget for National capital programme activities, incorporating revenue, expenditure, capital

investments major and minorand Copex within the agreed deadlines.

2. Continuously identify improvements in efficiencies and costs in respect of the capital programme.

3. Determining reasonable Capital expenditure targets based on Group guidelines, evaluating motivations for additional

funding and reviewing the accuracy of the monthly phasing of expenditure and balancing against the targets as set in the

Capital expenditure budget.

4. Ensure that all sustaining decisions affecting TFR as a whole are designed to optimise the capacity and quality of the

procurement and financial evaluation for TFRIC and Group CAPIC.

5. Evaluate business cases in support of Capital investment projects for the business i.e Rail Network, BU’s and Support
Services.

6. Ensure that Capital expenditure budgets, Forecasts and latest estimates are accurately reported on a regular basis.

7. Assessment and approval of cost reviews and reporting through approval of basic principles and that appropriate tools

have been used for commitments

8. Monitoring the actual Capital spend against budget, analysis and reporting of variances, managing deviations and

recommending corrective measures where required.

9. Prepare accurate monthly cash flow forecasts for the capital programme,for the year and beyond if required for longer term

planning.

10.Ensure that Project Managers carry out regular reviews of work vs budgetand all delayed work are rescheduled

accordingly.

11.Ensure that the scope of work is clearly defined and that there is approvalof FBS,WBS and PBS

12. Strategic management of the financial processes and administration of capital projects in the implementation and

execution phases in respect of cash flow management and forecasting, budgetary adherence administration of increases in

ETC

13.Oversee the accuracy and appropriateness of financial evaluations conducted within planning in terms of compliance with

templates (reference financial models), reference data guideline and policies provided by finance or corporate planning

14.Assist with the compilation of the investment plan in terms of collating all projects, tracking the spend profile over the

development phase and overseeing the migration of projects from investment plans to the capital budget

15.Provide strategic leadership and guidance to direct reports, indirect and TFR at large as far as capital projects are

concerned.

16. Devise the organogram for the Capital Projects and Asset Management department & Lead and manage the staff within

the area of responsibility; Lead team to meet the objectives of their roles and obtain the necessary guidance and

development, also ensuring that new staff are recruited as required. Work

toward the achievement of Transnet Freight Rail development initiatives, ensuring that staff performance is evaluated on a

regular basis, training targets are met and succession planning & talent management is provided for.

17.Manage subordinates by allocating work, assessing progress, coaching,training, motivating and inspiring to ensure

productive utilisation of staffand to instil a performance culture within the department
