The Sustainable Development Group helps countries tackle their most complex challenges in the areas of Agriculture, Climate Change, Environment and Natural Resources, Social, Urban, Rural and Resilience, and Water.

**Social Sustainability and Inclusion (SSI) Global Practice**

The Social Sustainability and Inclusion Global Practice addresses the persistent social challenges stemming from inequality, exclusion, climate change, rapid unregulated growth and fragility which constitute the core topics of the Social Development theme addresses issues related to: (a) social inclusion of the poor, vulnerable, and the excluded; (b) promoting accountable institutions; (c) supporting socially cohesive communities and groups with a focus on prevention of conflict, crime and violence, as well as supporting post-conflict development; and (d) using community driven development as a tool for developing local infrastructure and delivering services. The work on inclusion of vulnerable and excluded groups covers, among others, issues related to racism and discrimination, Gender, LGBT, Disability inclusion, ethnic minorities, Indigenous Peoples, and displaced populations.

The World Bank has in operation a set of social and environmental safeguard policies over the past two decades to address social and environmental issues arising from its supported development projects. These policies embody core values of the institution and form the cornerstone of the World Bank’s efforts to protect people, environment and support sustainable development. In August 2016, the World Bank board approved a new Environmental and Social Framework (ESF) that preserves the values and protections of the safeguards policies, enhances the coverage of social issues and improves governance, efficiency and accountability in addressing social and environmental issues. A key responsibility of the Social Sustainability and Inclusion GP is to provide expertise and operational support to implement the WBG operational policies (the WB OPs, ESF and IFC’s performance standards) to deliver sustainable development results and ensure that any adverse impacts of WBG interventions are limited and mitigated and the affected population are able to improve or at least restore their livelihoods.

The World Bank’s West Bank and Gaza (WB&G) program currently has about 28 projects across various sectors including health, education, social protection and jobs, private sector development, energy, water, urban/municipal development, land registration/management, solid waste management and digital development. The SSI team supports the WB&G portfolio for social risk management. About 16 of the projects are under ESF, 12 in the portfolio (under implementation) and 4 in the pipeline (to be approved by the Bank Board in FY 23), and this number will continue increasing with each fiscal year. Most of the current projects are either of moderate (7) or substantial (7) E&S risk, while 1 project each is of low and high E&S risk. In addition to social risk management, the SSI team for WB&G supports social resilience, inclusion for all and particularly of vulnerable/marginalized groups, and empowerment across the WB&G portfolio through, among others, implementation of a Programmatic ASA (PASA) on Social Inclusion and Citizen Engagement.

**Roles and Responsibilities**

The Extended Term Consultant (ETC) will be based in Jerusalem and will support the WB&G portfolio’s work on social risk management including managing issues related to the old Bank safeguards policies and the new ESF. The ETC will also provide technical support, as required, on broad social development themes including (but not limited to) gender, gender-based violence, social inclusion, disability inclusion, and social accountability and transparency. The ETC will report to the MNA SSI Practice Manager and work in close collaboration, among others, with the MNA SSI Regional Safeguards Coordinator (RSC) and the Sr. Social Development Specialist based in Jerusalem. The ETC will have the following main tasks and responsibilities:
**Social Safeguards Risk Management**
- Support the preparation and implementation of Bank-financed projects, following different financing instrument (e.g. IPF and PforR) by providing technical advice to clients/recipients on social risk management and sustainability.
- Provide technical advice to clients/recipients on social risk management to assigned projects. This support may include providing guidance in the preparation of Environmental and Social Impact Assessments (ESIAs), resettlement action plan (RAP) social impacts assessment
