**The South African Petroleum Industry Association (SAPIA)** represents the collective interests of the South African petroleum industry. The Association plays a strategic role in addressing a range of common issues relating to the refining, distribution and marketing of petroleum products, as well as promoting the industrys environmental and socio-economic progress. SAPIA fulfils this role by proactively engaging with key stakeholders, providing research information, expert advice and communicating the industrys views to government, members of the public and media.

SAPIA currently represent 22 petroleum refining and marketing companies in South Africa and seeks to recruit a new staff member to join its Secretariat based in Johannesburg

Reporting to the Executive Director, the Head: Economic Regulation is required to provide coordination, advice and administration regarding controlled products prices, duties, levies, industry statistics and petroleum legislation (laws, rules, regulations, policies and/or procedures) in accordance with the Governments Policy.

To qualify for this position, you will need:

- A Bachelors degree in Engineering, Commerce, Economics, Public Administration, Business Administration, or an equivalent combination of education, training and experience.
- At least five or more years experience in regulation, preferably working directly in the petroleum industry
- Strong understanding of government petroleum policy issues and legislative and regulatory processes.
- Knowledge of the Petroleum Act 120 of 1977, Central Energy Fund Act 38 of 1977 and the Customs and Excise Act 91 of 1964.
- Ability to provide effective advice on controlled petroleum product prices and fuels taxes issues.
- Ability to communicate effectively, both orally and in writing.
- Ability to effectively interact and collaborate at a senior executive level
- Demonstrated leadership, organisational, and management skills.
- Must be proficient in Microsoft Word, Excel and PowerPoint.
- Media relations skills.
- Ability to foster a cooperative work environment.
- Ability to work with legislators.
- Strong interpersonal skills and the ability to work effectively with a diverse constituencies.
- Ability to work independently, handles multiple tasks simultaneously, establish priorities, meet deadlines, and solve problems as they arise.
- High standard of integrity, ability to manage real and perceived conflict of interest.
- Good analytical skills and the ability to identify issues affecting the industry. Ability to think strategically.
- A wide perspective and the ability to set industry issues in the wider policy context.

Key deliverables include:

- Manage, maintain, monitor, analyse and report on industry slates in accordance to the working rules to administer the basic fuels price methodology.
- Advice from an economic standpoint on controlled products prices, duties, levies and petroleum legislation.
- Manage and coordinate industry statistics.
- Participates in the development and implementation of new fiscal and petroleum policies, regulations and procedures.
- Assist the Association Executive Director in handling queries from the public, business organisations, and the media on controlled products prices, duties and levies.
- Represents the Associations interest with senior Government officials of the Department of Energy, South African Revenue Service, National Treasury, National Energy Regulator of South Africa and International Trade Administration Commission, while working to improve legislation and administration.
- Maintain professional skills and industry knowledge through attendance at meetings, courses, conferences, workshops and seminars.
