**PURPOSE AND MISSION OF THE JOB**:

- Integrated in the Procurement team, the incumbent will ensure the economic development performance of Alstom Ubunye, by facilitating securement of enterprise development and localization on key suppliers, in order to increase their compliance, competitiveness and their ability to continuously drive to support current and/ or future projects.
- The selection and development of these key suppliers support the Procurement strategy to reach the contractual localization objectives of Alstom Ubunye and its customers.

**KEY RESPOBSIBILITIES**:

- Ensure robust comprehension of customer requirements based on contractual Economic Development commitments of Alstom Ubunye, with special attention to Local Content, Enterprise Development, Preferential Procurement as well as Skills Development linked to external suppliers performance.
- Implement an Economic Development working tool to ensure accurate data collection and reporting to internal stakeholders on ED performance, and to the customers.
- Define with the Procurement and Supplier Development teams reporting that seeks to provide accurate information on support activities monitoring at suppliers, as well as the performance of suppliers against, contractual obligations.
- Risk management and mitigation plan implementation on all ED topics pertaining suppliers, to ensure Alstom Ubunye BBBEE performance is in line with strategy of the business, as well as B-BBEE Codes of Good Practice.
- Coordinate the timely submission of progress reports by internal and external users and data.
- Provide qualitative and quantitative of ED performance, including support of actions deployment to de-risk Alstom Ubunye from potential supplier non-performance.
- Drive with Procurement and Supplier Development teams the supplier performance management on ED specific contractual targets, to ensure all Alstom Ubunye obligations are met.
- Report monthly in the Business Performance Review on the status of the supplier ED performance, including highlighting of high impact risks with dedicated mitigation outcomes.
- Manage the quantification of Local Content and B-BBEE risk and opportunities, including engaging with internal departments on risk assumptions and mitigation plans.
- Lead the ED audits on BBBBEE and Local Content for B-BBEE compliance and Customer audit compliance.

- Provide ED training to employees and suppliers, when required.
- Facilitate execution of economic development plans at supplier.

**KEY PERFORMANCE INDICATORS**
- On -time delivery of quality reports to internal and external stakeholders
- Feedback from internal and external stakeholders
- On-time completion of B-BBEE audit and achievement of compliance level 2 and above
- Full programmed management of Local Content Reporting and supplier-BBBEE audits
- Submission of accurate B-BBEE and Local Content report data in line with agreed timelines
- Management of Local Content and B-BBEE related risk

**BUSINESS UNDERSTANDING AND DESIRED KNOWLEDGE/EXPERIENCE**

**EDUCATIONAL REQUIREMENTS**
- Finance / Costing related qualification with at least 5 years’ experience in Sustainable Procurement experience.
- Project Management desirable.
- Experience in interpretation of customer requirements to develop supplier commitments to achieve.
- Knowledge of the BBBEE Act, with specific awareness on latest drivers of localization.

**EXPERIENCE**
- Strong finance analysis background, with experience in Sustainable Procurement.
- Expertise in broad based black economic empowerment and related legislations.
- Experience in stakeholder management.
