**JOB PURPOSE**

The Lead and team will be responsible for the design, coordination and implementation of research and development duties, additionally the monitoring and evaluation, research, and learning framework of the Rhiza Group. The team will develop a systematic monitoring framework to improve the qualitative and quantitative evidence gathered by the Rhiza Group and will also provide technical assistance to the implementing agencies, particularly in relation to monitoring, reporting and governance issues.

**KEY PERFORMANCE AREAS**

Setting up the system:

- Research, develop, implement and monitor research and development strategies.
- Particularly in the areas of performance indicators and their measurement.
- Assist in the development and/or finalization of project Work Plans and keep plans updated in accordance with project activities and timeframes as relevant.
- Review and further develop the overall R&D and M&E framework, for the Rhiza Group, for example mid-term project review, impact assessment, final evaluation, develop project Performance Monitoring Plan with relevant data collection systems.
- Review and develop baseline data for each project component and for all project indicators.
- With collaborating partners, review their existing approaches and management information systems and agree on any required changes, support and resources.
- Develop a plan for project-related capacity-building on R&D and M&E and for any computer-based support that may be required.
- Organise and undertake training with collaborating partners on R&D and M&E as required.

Implementation of R&D and M&E and coordination:

- Research, develop, implement and monitor research and development strategies.
- Collect data on a regular basis to measure achievement against the performance indicators.
- Check data quality with partners.
- Maintain and administer the M&E database; analyse and aggregate findings.
- Support project progress reporting, project mid-term review and final evaluation.
- Identify areas where technical support to project partners is required. Organise refresher training on M&E for partners as required.
- Identify lessons learned and develop case studies to capture qualitative outputs of projects.
- Provide advice to the Rhiza Group on improving project performance using M&E findings.
- Work on research papers that are beneficial to the Rhiza Group and its programme offering.

Communication:

- Produce reports on R&D and M&E findings and prepare presentations based on data as required.
- Provide the Head of Business Services with management information she may require.
- Check that monitoring data is discussed in appropriate forum and in a timely fashion in terms of implications for future action. If necessary, create such discussions to fill any gap.
- Promote learning throughout the Rhiza Group.
- Promote evidence-based development practice through rigorous research in relevant fields and organisations.
- Sharing good practice models developed within the Rhiza Group in order to amplify the impact of the organisation.
- Perform other duties as may be assigned by the Head of Business Services

Reporting:

- Deliver timely information, in an easy-to-use format, to inform strategic planning, operational management and decision-making, including:

- Biannual (mixed methods) evaluation of all programmes
- Delivery of R&D and PMEL services to the Rhiza Group
- Monthly, quarterly and annual dashboards and impact statistics
- Impact evaluation across the Rhiza Group

**REQUIRED QUALIFICATIONS**
- Grade 12Senior Certificate
- A bachelor's degree in one of the following areas: Monitoring and Evaluation, Community or International Development Studies, Project Planning and Management, Development Economics, Demography or Development Statistics, Project Management, Business Administration, or other related social sciences

**REQUIRED EXPERIENCE**
- Minimum of four (4) years of professional experience in a Research and Development, which includes Monitoring and Evalutation position responsible for implementing the above activities of international development projects.
- Experience in designing, implementing, and operating project systems from project initiation to closeout stages.
- Experience in designing and managing beneficiary monitoring and database systems.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing R&D and M&E and performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
- Experience in planning and managing surveys.
- Experience in developing and refining data collection tools.
- Experience with data quality assessments and oversight.
