Summary
Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, Border Patrol Headquarters, Program Management Operations Directorate, location negotiable upon selection between the following locations: Washington D.C., Ashburn, VA, Springfield, VA, Richmond, VA.
Duties
In this Information Technology Specialist (INFOSEC) role, you will become a key team member of Homeland Security individuals involved in performing duties that involve ensuring the confidentiality, integrity, and availability of systems, networks, and data throughout the planning, analysis, development, implementation, maintenance, and enhancement of Information systems security programs, procedures, and tools. This position starts at a salary of $124,531.00 (GS-14, Step 1) to $161,889.00 (GS-14, Step 10). Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection. Typical duties of this assignment include:
- Providing authoritative expertise to senior management and program managers regarding application of Federal Information Security Management Act guidelines and DHS and CBP information security standards.
- Facilitating actions necessary to ensure the compliance of the Program Management Office Directorate (PMOD) technology portfolio with FISMA guidelines and DHS and CBP cybersecurity rules and regulations.
- Leading efforts to ensure cybersecurity planning is integrated across the acquisition life cycle for programs within the PMOD technology portfolio.
- Collaborating with the CBP Office of Information Technology to ensure PMOD programs attain the appropriate cybersecurity authorities to operate in compliance with DHS and CBP standards.

Qualifications
Basic Requirement: Individuals must have IT-related experience demonstrating each of the four competencies listed below:
- Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
- Customer Service - Works with clients and customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
- Oral Communication - Expresses information effectively, taking into account the audience and nature of the information; makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
- Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
- Possessing expert knowledge of IT security certification and accreditation requirements sufficient to monitor and evaluate systems' compliance with IT security requirements, and skills in methods for evaluating, implementing, and disseminating IT security tools and procedures to develop, implement, and coordinate activities designed to ensure, protect, and restore IT systems, services, and capabilities.
- Possessing expert knowledge of and skill in applying information technology concepts, principles, methods, and practices to provide technical advice, recommendations, and guidance on a variety of complex information security issues to management and field technology officers.
- Implementing and monitoring management information systems for the analysis and tracking of program data, long-term and short-term plans, policies and priorities established by statutes, executive orders, the Department, or management.
- Conducting audit log reviews of information systems and security tools to identify, investigate, and report anomalies or abnormal activities.
- Monitoring information systems for misuse and spillage of classified data.
Background Investigation
U.S. Customs and Border Protection (CBP) is a federal law enforcement agency that requires all applicants to undergo a thorough background investigation prior to employment in order to promote the agency's core values of vigilance, service to country, and integrity. During the screening and/or background investigation process, you will be asked questions regarding any felony criminal convictions or current felony charges, the use of illegal drugs, and the use of non-prescribed controlled substances.
Residency
There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates for at least three of the last five years. If you do not meet the residency requirement and you have been physically located in a foreign location for more than two of the last five years, you may request an exception to determine if you are eligible for a residency waiver by meeting one or more of the following conditions:
- Working for the U.S. Government as a federal civilian or as a member of the military.
- A dependent who was authorized to accompany a federal civilian or member of the military who was working for the U.S. government.
- Participation in a study abroad program sponsored by a U.S. affiliated college or university.
- Working as a contractor, intern, consultant or volunteer supporting the U.S. government.
All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment. Current and former federal employees may be required to serve or complete a probationary period.
