Job Location Mine Site (with periodic visits to Head Office and regulatory bodies) Job Summary The Mine Manager oversees the entire operation — from production and safety to compliance and stakeholder relations. The role requires strong technical knowledge, leadership, and regulatory expertise under the Mine Health and Safety Act (MHSA) and the Mineral and Petroleum Resources Development Act (MPRDA). Key Responsibilities 1. Strategic and Operational Leadership Develop and implement the mine's operational strategy in alignment with company objectives. Manage all departments including production, engineering, safety, and administration. Plan, schedule, and monitor production to achieve output, yield, and quality targets. Lead operational reviews and implement continuous improvement initiatives. Ensure optimal utilization of resources—equipment, labour, and materials. 2. Legal and Regulatory Compliance Ensure full compliance with the MHSA, MPRDA, Environmental Authorisations, and all relevant regulations. Maintain statutory records, reports, and mine plans in accordance with DMRE requirements. Prepare and submit statutory reports, including monthly returns, accident reports, and environmental compliance documentation. Represent the company during DMRE inspections, audits, and community meetings. Ensure implementation and monitoring of the approved Environmental Management Programme (EMP) and Social and Labour Plan (SLP). 3. Safety, Health, Environment and Quality (SHEQ) Implement, enforce, and monitor safety and health standards across all operations. Promote a strong safety culture through regular training, risk assessments, and audits. Ensure compliance with all safety codes of practice, mine standards, and occupational health regulations. Investigate incidents, enforce corrective measures, and ensure lessons learned are applied. Oversee environmental management, rehabilitation, and pollution control initiatives. 4. Financial and Resource Management Prepare and manage the mine's annual budget, production forecasts, and capital expenditure plans. Monitor financial performance and implement cost control measures. Oversee procurement, contracts, and logistics to ensure cost-effectiveness and accountability. Manage production efficiency and minimize downtime through preventive planning. 5. Human Resource Management Lead, motivate, and develop mine personnel to ensure high levels of performance and discipline. Oversee recruitment, training, and skills development of staff. Maintain effective labour relations and compliance with employment legislation. Drive transformation and empowerment initiatives in line with the Mining Charter. 6. Production and Technical Oversight Supervise mine planning, pit development, and coal extraction activities. Ensure accurate survey, geology, and production data for decision-making. Manage blasting, drilling, loading, and hauling operations to meet daily production targets. Ensure coal quality and quantity meet contractual and client requirements (e.g., Eskom standards). 7. Stakeholder and Community Relations Liaise with DMRE, Eskom, local municipalities, community representatives, and other key stakeholders. Oversee implementation of the mine's Social and Labour Plan (SLP) and community development programmes. \>Represent the mine in stakeholder forums, inspections, and compliance engagements. Ensure transparent and ethical communication with external parties. 8. Reporting and Administration Prepare detailed operational, safety, and financial performance reports. Provide management with data-driven insights and improvement recommendations. Ensure accurate record keeping of all mine operations and statutory documents. Report regularly to senior management and the Board on key performance indicators (KPIs). Minimum Qualifications and Experience BSc / BEng / National Diploma in Mining Engineering (essential). Mine Manager's Certificate of Competency (Coal Mines) (mandatory). Blasting Certificate for Surface Mines (advantageous). Minimum 8–10 years' experience in surface coal mining operations, with at least 3–5 years in a senior supervisory or management role. Strong knowledge of MHSA, MPRDA, and environmental legislation. Experience managing small- to medium-scale mining operations. Proficiency in Microsoft Office and mining software (Surpac, Datamine, or similar). Proven leadership and decision-making skills. Comprehensive understanding of mining operations and statutory compliance. Strong financial acumen and business management ability. Excellent communication, negotiation, and interpersonal skills. Analytical and problem-solving mindset with high attention to detail. Ability to manage multiple teams and contractors effectively. Commitment to safety, sustainability, and continuous improvement. Exposure to dust, noise, and varying weather conditions. Required to conduct regular field inspections and safety walks.
