Kouga Municipality is committed to the prescripts of the approved Employment Equity Plan and furthermore invites suitably qualified applicants to submit a detailed application for the following position: CHIEF ACCOUNTANT: SCM & CONTRACTS REQUIREMENTS 5 years relevant experience of which two years must be in a senior position; Valid Code B driver’s license Detailed knowledge of supply chain management systems and regulations; Demonstrated experience in dealing with SCM audits Must have supervisory skills; Operational Knowledge of Condition of Contracts; Advanced report writing and analytical skills; Ability to function independently, as well as within a team; Ability to function effectively under pressure and to apply time management principles; Must be assertive and have attention to detail; Must be able to speak, read and write in at least two of the official languages in Kouga Municipality (Afrikaans, English, and Xhosa). SPECIAL CONDITIONS Nil. SALARY R - R TASK 14 DUTIES Developing and implementing efficient and competitive procurement systems through the investigation of current system and processes, coordinating the implementation of new procurement procedures in compliance within the relevant applicable legislation and guidelines. Drafting and compiling standing committee reports/back to basic reports for portfolio and council meetings. Ensure that online reporting is completed by the required and/or legislated deadlines on the various portals, including e-tender/ CIDB/ E-Muni/ FMCMM, etc. Reviewing all SCM implementation reports compiled for monthly, quarterly and annual reporting. Drafting irregular reports on instruction of Chief Financial Officer for review by SCM Manager. Assist with the evaluation of tenders. Researching relevant Procurement strategies and providing guidance or advice to procuring department on the specifications as well as evaluations of the tenders. Reviewing a reconciliation on capital commitment expenditure monthly for inclusion in the annual financial statements. Drafting the institutional Procurement Plans after assisting departments with compilation of plans for approval of the Accounting Officer and disseminating to relevant structures internally and externally. Assisting departments in accurately forecasting demand based on historical purchases. Drafting Standard Operating Procedures and Policy changes in line with instruction from SCM Manager/ CFO considering latest regulations. Compiling contracts register and circulating when required. Reviewing drafted adverts and tender documents for competitive bids done by Demand Management. Compile monthly reports on the progress of the procurement plan and ensure that implementation difficulties are raised and measures identified to correct possible weaknesses. Attending to clarification meetings for formal tenders and ensuring that minutes captured by lead department is accurately drafted and circulated to Bidders. Compiling relevant information for annual financial statements and audit reviewed by the SCM Manager. Ensuring information is submitted to Legal Manager/ Risk Manager and or other stakeholders relating to investigations on any procurement. Ensuring that information is readily available during the compilation of the annual financial statements and annual audit and available for any audit annual financial audit and possible investigations emanating from Monitoring that tender contracts is kept up to date and available specifically for audit and investigations. Assisting departments with drafting communications for non- performing contractors and assisting them with drafting a performance measurement report for audit purposes. Communicating with internal and external stakeholder on all different levels regarding SCM matters. Participating in procurement processes in conjunction with the Financial Audit Section, making available information and schedules. Coordinated a proper procedure to report unauthorised, irregular, Fruitless and Wasteful expenditure. Monitoring attendance/ conduct and output and addressing deviations from agreed performance indicators through meetings/ counseling and/ or other approved methods designed to improve and motivate personnel. Conducting quarterly evaluation of staff through individual performance appraisal. Establishing the adequacy and availability of personnel against agreed outcomes and motivating the immediate superior for additional resources. Keeping staff informed of new developments, legislation, circulars and policies. Defining skill gap and training needs and activates procedural sequences aimed at developing and capacitating individuals. Accounting for the departmental activities by ensuring monthly and annual reports and regular statistical returns are prepared and presented. Liaising with senior officials inside and outside the Council on Supply Chain Management matters. Assessing feedback and analyzing quality control assurance appraisals on service level/ standards and implementing remedial measures and/or actions to maintain internal/external supply chain integrity. Build capacity and serve as a SCM Centre of excellence; and also ensure appropriate service for external clients and ensure that orders are generated within the prescribed timeframe. Disseminates functional and operational. information on the immediate, short and long-term objectives and current developments, problems and constraints that affect directorates. High mental pressure in ensuring that managerial aims are met. Ensure that urgent actions are timeously taken to deal with critical issues e.g. project deadlines, meeting preparations, etc. Must be able to resolve complex problems.
