Job category: Health, Fitness, Medical and Optometry Contract: Permanent Business Unit: Queenswood Remuneration: R 813,355.00 EE position: No Introduction The person is responsible to manage cross-match and issue of blood and operational efficiencies for the business unit to ensure effective implementation of the business plan. Implement strategic objectives, policies, procedures and best practice in business unit guided by legislation and standards of practice. Interact with stakeholders to ensure equitable and appropriate use of blood. Keep abreast of developments in related fields and implement actions as necessary. KPA 1 Business Planning and Objective Setting Through Management of the Business Plan 1.1. Perform trend analysis for business unit identifying areas of growth, change, risk and opportunity. 1.2. Compile the annual business plan including the objectives, operational and CAPEX budget for the business unit and submit to Zone Technical Manager (ZTM) 1.3. Participate in business planning sessions and motivate acceptance of the business plan and budget. \>1.4. Review and where necessary make amendments of the business plan and budget. 1.5. Communicate final business plans with all staff in the business unit and set performance plans. 1.6. Implement the business plan. 1.7. Monitor performance to plan and where variances occur due to unforeseen circumstances review business plan and make recommendations for change to the ZTM/Senior Management. 2.1. Monitor productivity monthly of individual blood banks (cost / unit issued). 2.2. Where variances occur, make decisions to have these corrected by reviewing and limiting expenditure where over budget. 2.3. Monitor, investigate and address variances to the OPEX budget and provide report to ZTM (monthly). 2.4. Monitor CAPEX budget and ensure capital items are motivated for and purchased as per schedule (monthly). 2.5. Monitor overtime worked by staff in the Department. KPA 3 Operational Objectives for Business Unit 3.1. Manage the supply of products to stakeholders (hospitals, patients) according to the requirements of the Service Level Agreements (SLA). 3.2. Ensure the management of stock rotation by blood bank cluster to minimise expiries for Zone Issuing department. 3.3. Analyse productivity and trends to maximise the efficiency of service delivery. 3.4. Track Best Practice through research, literature review, and peer interaction. 3.5. Conduct site visits according to agreed schedule to ensure operational efficiency and staff motivation. 3.6. Submit monthly report to ZTM. 3.7. Act as designated relief for the ZTM and perform other job related duties when required so as to facilitate the efficient running of the department. 3.8. Training of Supervisors. KPA 4 Quality and Risk Management 4.1. Ensure operational compliance by management of non-conformances through review of root cause analysis and implementation of required corrective action within agreed timeframes. 4.2. Contribute to SOP compilation by reviewing new and revised versions within the required timeframe by validating procedures and maintaining competency for the stipulated SOP. 4.3. Monitor compliance to safety policies and procedures. 4.4. Monitor compliance to policies and procedures to ensure that accreditation requirements are implemented and maintained. 4.5. Monitor the number of procedural errors and take corrective action. Submit report on trends to ZTM. 4.6. Analysing systems non-conformances and elevating problems and/or solutions to the respective system owners. 4.7. Ensure equipment adhere to operational compliance by implementing evaluation and validation on operational equipment. 4.8. Complete Risk Management tasks and ensure the completion of tasks allocated to reports. KPA 5 People Management 5.1. Conduct performance management and monitor performance on on-going basis through mentoring, coaching, and reviews and take appropriate steps to correct problems. 5.2. Track & encourage individual development by identifying learning and development needs & facilitate attendance of relevant programmes. 5.3. Deal with grievances, conflict and disciplinary issues and take appropriate actions in accordance with SANBS Policy. 5.4. Ensure regular two-way communication with staff matters such as strategy, values, team building, SOP’s, policy changes, etc. to ensure understanding. 5.5. Monitor and track staff time-keeping, absenteeism trends, overtime worked and leave to ensure adherence to HR policy for cost-effective running of the department. 5.6. Recruitment and selection of suitable candidates according to manpower plan recruitment and selection procedures and EE targets. 5.7. Attend meetings and training sessions as required, to remain informed of current field-related developments, to promote knowledge sharing. 5.8. Conduct scheduled meetings with direct reports. KPA 6 Customer Relations 6.1. Submit usage reports to and attend Hospital Transfusion Committee meetings. 6.2. Manage and track customer complaints / queries and ensure resolution within agreed timeframes. 6.3. Manage scheduled review and validity of Service Level Agreements with Provincial Health, departments/Hospitals/Private Hospitals. Special Circumstances (E.G. Travel, Working After Hours Etc.) Overtime as and when required. On call to resolve problems. Regular travel within the zone and occasional national travel. General physical health and reasonable mobility. Driver's license. Education HPCSA registered Medical Technologist (Blood Transfusion). Experience and knowledge requirements 3 Years’ of Blood Transfusion experience of which 2 years must be in Blood Banking. 2 Years of supervisory or managerial experience. Other (knowledge and skills), e.g. understanding of relevant legislation; knowledge of relevant company procedures. Employee Relations. Basic Conditions of Employment. LRA.
