Civil Engineering Consultancy is seeking a Professionally Registered Civil Technologist/Civil Engineer with minimum 6 years’ post graduate experience in a Civil Engineering environment, to be based in Durban as a Resident Engineer.

 

Requirements:

  • BSc / BTech in Civil Engineering
  • Registered with ECSA as a Professional Civil Technologist/Civil Engineer
  • Minimum 6 years' Post Graduate experience in a Civil Engineering and/or a Construction Management Role
  • Minimum 2 years' experience working on SANRAL projects
  • Labour Intensive Construction NQF 5 qualification is advantageous
  • Experience as an RE, ARE or Construction related role (e.g. site agent) will be favourable.
  • Proficient in contract administration.
  • Proficient in preparing programmes including monitoring, updating and tracking progress.
  • Understand how to prepare an estimate and cashflow forecast.
  • Fully au fait with the COLTO Standard Specifications.
  • Well versed with the various forms of general conditions of contract, experience with the GCC 2015 and FIDIC Contracts will be advantageous.

 

Duties:

Construction Management

  • Efficiently manages staff on site to observe the execution of the Works as well as examine and test materials and workmanship.
  • Responsible for, delegating to Site Staff, checking their attendance and monitoring their performance.
  • Undertakes through delegation, powers and authorities vested in the Engineer.
  • Demonstrates through experience – good judgement, tact, firmness, patience in order to carry out duties satisfactorily.
  • Fully au fait with the Contract Document, applicable General Conditions of Contract (FIDIC) and Project Scope of Works including the drawings and specification.
  • Fully au fait with COLTO 1998 Specifications.
  • Fully au fait with the Occupational Health and Safety Act and applicable regulations.
  • Responsible for all Construction Administration and Monitoring aspects of the project.
  • Proactively identifies, monitors and manages project risks for early reporting to the Engineer.
  • Prepares factual site-based information related to Contractual Claims i.e. Site Instructions; Acceptance Control information; Daily Records and Correspondence; etc. and makes suitable recommendations to the engineer.
  • Compiles calculation sheets that support approval of monthly payment certificates submitted by the Contractor.
  • Checks and signs to ensure that all backup information related to the payment certificate is acceptable before submission to the EA for certification.
  • Stage by stage checking procedures and records.
  • Testing and approval of materials and Workmanship.
  • Carries out a monthly Works cost estimates to completion.
  • Chairs site progress meetings and technical meetings.
  • Maintains all relevant contract records in accordance with the Contract and Statutory Requirements.
  • Records labour, material, plant and equipment usage by the contractor and prepares reports accordingly.
  • Monitoring of Progress, Delays and Disruptions.
  • Compiling a record of Drawings.
  • Carries out annual Performance Appraisals on site staff.
  • Provides project progress information to the design team for monthly reporting for the client.
  • Ensures full and accountable compliance to the Quality Management System.
  • Ensures timeous preparation of Works Authorisations for approval by the Engineer.
  • Ensures contract specifications and contractual obligations are fully complied with.
  • Manages stakeholder expectations carefully to achieve project objectives.

 

Controls

  • Ensures that the site operates in accordance with the current Occupational Health and Safety Act and applicable regulations.
  • Approval of Method Statements and ensures the Contractor executes the Works accordingly.
  • Approval of programme in consultation with the Engineer.
  • Ensures the Contractor is executing the Works in accordance with the approved programme and manages progress in terms of the contract.
  • Maintains Contract records in accordance with The Contract and Statutory Requirements.
  • Prepares the Contract Payment Certificates in accordance with Project and Client Requirements and adheres to the applicable payment certificate submission dates.
  • Prepares all relevant completion and final certification documentation of the Works.
  • Records labour, material, plant and equipment usage by the contractor and prepares reports thereon.
  • Prepares close out reports.
  • Undertake site audits in accordance with the NC QMS.
  • Manages and analyses Site Engineering Queries (SEQ’s) and provides engineering recommendations on alternate solutions to the Engineer.
  • Manages requests for information by the contractor related to the site-based queries timeously.
  • Ensure the Contractor performs in terms of the Contract and manages deviations and corrective actions in terms of the Contract.
  • Assists in the management of emerging contractors (or subcontractors) to achieve the Contract Community Participation Goals or targets.

 

Correspondence

    • All instructions and transfer of information to the Contractor, verbal or otherwise must be reduced to writing.
    • Mechanisms for communication shall include: Site Instruction Book; SEQ’s; Site Requests for Information or RFI’s; Dayworks Orders, Drawing Issues and Checking Procedures and Protocols.
    • Review any correspondence prepared by staff prior to it being distributed.
    • Agreement in writing with the Contractor on Type, Level and Forms of communication related to the Works.

 

Attention to Claims

    • Remains alert to potential claims at all times.
    • Responsible for the recording, evaluating and preparing responses to Claims and Work Authorisations (WAs) within the contractual timeframe, with the final responsibility for ruling on claims and WAs resting with the Engineer.
    • Ensure the Engineer, Client and Contractor is consulted prior to making any contractual rulings in terms of the Contract.
