PURPOSE OF THE JOB
To lead the Tax team in providing a totally integrated direction and functional support to the group. Maintain a robust approach to tax compliance and risk management aligned to the Tax Control Framework and financial reporting requirements. Implement Policies and Procedures to ensure governance strategies are effectively upheld.
BALANCED SCORECARD PILLARS, ROLES AND RESPONSIBILITIES:
SAFETY, HEALTH, ENVIRONMENT AND QUALITY
- Identify and assess level of issue based risk exposures in area of responsibility by considering exposures to the business, financial and legal issues, people, equipment, material, environment, processes, etc.
- Consider the level of risk, apply mitigation and implement control measures for residual risk (set objectives, minimum requirements, etc.)
- Manage SHEQ compliance within the Department through effective use of the Toolbox
- Utilise the Integrated Management System (IMS) to analyse, identify trends, initiate, mitigate, investigate and report SHEQ status
PEOPLE
Manage the Department:
- Ensure an enabling climate/culture
- Manage labour stability by minimising labour turnover
- Labour complement in line with budget
- Achieve HDSA/Female targets for the Department
- Manage performance against set targets and competencies
- Ensure IDP's are linked to performance results and implemented as per plan
- Conduct career discussions and implement actions with all identified talent (quarterly)
- Ensure discipline is maintained (absenteeism, lateness, overtime, misconduct, etc.)
- Coach and counsel people to ensure improved performance levels
- Conduct recruitment interviews
CUSTOMERS
- Continuously review business operations to identify, understand and manage Tax risks
BUSINESS PROCESSES
Tax Strategy:
- Develop appropriate strategies and compliance processes together with the Group Finance Manager
Transfer Pricing:
- Execute group transfer pricing strategy
- Proactively manage annual compliance and changes to practice and / or legislation
Tax Accounting:
- Manage Tax Accounting for Samancor Chrome
- Signoff on Book and Cash Tax for budget preparations (5 year forecast)
- Manage deferred and current taxes and ensure an effective Book Tax rate optimisation
- Manage and signoff on ZAR and US$ Book and Cash Tax for interim and year end audits
- Conduct on site interim and year-end accrual Tax reviews
Tax Audits and Tax Compliance:
- Ensure compliance for all Samancor Group Companies' Taxes:
- Income Tax returns and general compliance
- Provisional Tax returns and payments
- Mineral Royalty Tax returns and payments
- VAT and diesel returns and compliance
- Carbon Tax returns and payments
- PAYE compliance
- Withholding Tax returns and compliance
- Other indirect Taxes (e.g. SDL, UIF)
- Assist in preparing and signoff on all tax disclosures made in the annual financial statements
- Liaise with external auditors and assist with information and queries
- Reduce Audit findings for both External and Internal Audits.
- Liaise with SARS in order to respond to all revenue queries, obtain favourable tax rulings and clarify tax clauses (where necessary)
- File objections with SARS for incorrect assessments
- Supply tax information to relevant stakeholders to facilitate financial and management reporting and planning
Tax advice:
- Provide pragmatic tax advice to Samancor Chrome on all areas of Tax
- Ensure the structuring of all Group transactions in a Tax effective manner and minimize the incidence of Tax exposure to the Group
- Provide Tax planning advise for local and international transactions and to identify and rectify any Tax exposures
Tax Developments:
- Analyse existing and proposed Tax legislation in order to determine the Tax implications
- Monitor accounting changes (release of new accounting standards) in order to determine the Tax implications
- Make all stakeholders aware of the latest Tax developments in order to minimize the Tax exposure or maximize Tax opportunities

Requirements
Minimum Qualifications:
- BCom Tax Degree or National Diploma
- 8 Years' relevant experience, preferably 2 years' managerial experience
Additional Qualifications:
- Higher Diploma in Tax Law / Masters in Tax
