Our public purpose mandate is set out in the Human Sciences Research Council Act of 2008.

The Equitable Education and Economies (EEE) division undertakes research to transform educational outcomes and increase economic participation.

It recognises that education and the economy have long been linked, and conducts research to understand educational performance and improve learning outcomes, and to interrogate social, spatial and structural obstacles to economic participation.


Spatial Economic Activity Data:

South Africa (SEAD-SA) is a new initiative led by the National Treasury and the Human Sciences Research Council (HSRC), which is aimed at plugging the data gap about the economy of cities and wider economic geography of the country by leveraging tax and other administrative data sources.

For the first time, granular spatial data exists to help answer vital policy and research questions about urbanisation, uneven development, territorial disparities, productivity and economic conditions of municipalities, cities, towns and suburbs/wards.

The creation of robust disaggregated and granular economic data, mindful of the interaction between the economy and social inclusion, is essential for monitoring changing economic conditions and sectoral and spatial shifts over time.


EEE requires the services of a freelance expert to lead research on
economic complexity for
local industrial policy over a period of 12 months (twelve) months to contribute to SEAD-SA as and when the need arises.

Freelance appointments are paid by deliverables.

FREELANCE EXPERT TO LEAD RESEARCH ON ECONOMIC COMPLEXITY FOR LOCAL INDUSTRIAL POLICY USING SPATIAL TAX DATA

Minimum Requirements:

  • A minimum of a PhD qualification in Economics or Industrial Engineering;
  • A minimum of 20 peerreviewed journal articles
  • Knowledge and understanding of the industrial policy, economic complexity and regional industrial development.
  • Evidence of extensive writing experience, preferably with writing experience of both academic and policy audiences.
  • Extensive quantitative research skills for advanced data manipulation and economic modelling.

Duties and Responsibilities:

  • The scope of work and expectations of the Freelance Expert will include the following:
  • Undertake high quality research drawing primarily on Spatial Tax Data to present new insights into local industry and approaches to local industrial policy.
  • To contribute to easytounderstand policy outputs and related research chapters within the "Spatial Economic Activity Data:
South Africa" programme under the theme of 'local industrial policy' and 'economic complexity'.

  • Assist in the design of interactive online decision making tools which allow for userdriven exploration of the local industrial space.
  • Provide workplans outlining understanding of the scope of work, approach to be adopted and timelines for delivery of main and sub deliverables.

  • A detailed CV's outlining relevant experience with proof of qualifications.
  • A cover letter outlining your specific expertise to fulfil the responsibilities in this assignment.
  • Details of your skills as per the requirements below and level of competency in that skill (intermediate, advanced etc).
  • At least two contactable references.
  • A rate per hour or day for freelance assignments to be undertaken.
