Job Advert Summary:

PURPOSE:

  • Accountable for ensuring the safety and compliance of our rail and road transport operations, identifying potential hazards, and implementing measures to mitigate risks.
  • Identify and control impact of road and rail transport across the group and within communities we operate to as low as reasonably practicable
  • Coordinate the road and transport function by providing strategic specialist support, guidance, and oversight to the group's operations at various operations.
  • Provide road and transport specialist operational support.
  • Monitor and ensure compliance with all relevant safety regulations, standards, and protocols governing rail and road transport operations.
  • Conduct thorough risk assessments of rail and road transport routes, facilities, and equipment to identify potential hazards and vulnerabilities, and implement strategies to mitigate risks and improve safety outcomes.
  • Ensure that all employees are properly trained in safety procedures, emergency protocols, and regulatory requirements.
  • Lead investigations into accidents, incidents, and near misses involving rail and road transport operations, identify root causes, contributing factors, and lessons learned to prevent recurrence and improve safety performance.
  • Promote a strong safety culture within the organization by fostering awareness, accountability, and continuous improvement.
  • Develop and maintain emergency response plans and procedures for transport incidents, and coordinate with internal logistics, safety, security and related teams, and relevant external agencies to ensure timely and effective response.
  • Collect, analyse, and interpret safety data and performance metrics related to rail and road transport operations; use insights to identify trends, areas for improvement, and opportunities to enhance safety performance.

  • Impact of noncompliance with road and rail regulatory frameworks which might impact the health, safety and wellbeing of employees and communities where we operate.
  • Volume of road and rail risk assessments that need to be conducted simultaneously.
  • People exposed to road and rail risks
  • The lack of understanding of the importance of the road and rail transport by operations.
  • Talent scarcity and cost of skilled resources to perform the required tasks.

Minimum Requirements:

QUALIFICATIONS:

  • Bachelor of Commerce: Logistics Mgt (Essential/Minimum or)
  • BCom (Relevant) (Essential/Minimum)
  • Certificate Safety Management (Essential/Minimum)
  • Certificate First Line Management (Essential/Minimum)

EXPERIENCE:

5 years Proven experience in rail and road transport safety management, preferably in a regulatory or compliance role. In-depth knowledge of relevant safety regulations, standards, and best practices in rail and road transport operations. Strong analytical skills with the ability to conduct risk assessments, incident investigations, and data analysis. Strong communication and interpersonal skills, with the ability to effectively engage and influence stakeholders at all levels. (Essential/Minimum) Operational

Duties & Responsibilities:

Business Performance and Operations

  • Implement a riskbased approach on all products throughout the product's lifecycle to enable the safe and sustainable management of products during its transportation
  • Analyse & interpret the product transportation safety risk landscape for Exxaro's products
  • Evaluate, identify, and characterize the legal landscape for Exxaro's product transportation
  • Assess the product transportation risks aiming to manage and mitigate potential and actual health, hygiene & safety consequences in the context of Exxaro's Health and Safety strategies
  • Enable safe product management for all stakeholders during the transportation of the product by implementing Exxaro group requirements on driver behaviour management.
  • Analyse and recommend emerging trends using In Vehicle Monitoring System and implement interventions to improve driver safety behaviour
  • Provide and share specialist knowledge and expertise with all relevant stakeholders within the Exxaro's value chain both externally and internally
  • Ensure the implementation of the product transportation risk controls
  • Encourage and motivate a culture of a healthy and safe working environment (Behavioural Safety) using innovative means such as driver engagement and transporters forum.
  • Drive legal compliance, lead internal and external audits, and monitor the driver safety programs.
  • Ensure that road and transport Risk Management is well understood and embedded in the operations of transporters
  • Ensure that incident reporting and investigation is well performed by line management and the key learnings are drawn and shared.
