The AIDS Foundation of South Africa (AFSA) is a Durban-based NGO that acts as an interface between Donors and Community Based Organisations (CBO's) working in the HIV/AIDS sector by placing donor funds with strategically selected CBOs, in South Africa, and providing them with ongoing, technical support & capacity building.

AFSA has been selected to be appointed by the Global Fund as one of the Principal Recipients (PRs) that will manage programmes to be funded by the grant.

AFSA wishes to appoint suitably qualified individual for the Global Fund grant. This position supports entire AFSA Global Fund grant and is based in Durban.

Purpose of job:


The M&E Manager will be responsible for leading the design and implementation of M&E systems and processes to ensure appropriate tracking and assessment of all project activities.

They will have primary responsibility of donor reporting on project outputs and outcomes and for ensuring quality of interventions.

They will be responsible for all data integrity (safety & use) as per relevant laws /regulations and submissions in accordance with funder requirements.

The M&E manager will provide management, technical guidance, and support to subgrantees in establishing and implementing their monitoring and evaluation systems for the project.

They will oversee the M&E for all Global fund programme components.

Key performance areas of the programme include:Lead development and implementation of M&E frameworks, tools, and workplans including leading development and implementation of discrete workstreams. Lead data systems development & management, data safety, data reporting. Covers all AFSA GF programmes /modules.

Responsibilities include, but are not limited to:

  • Contribute to the development and implementation of M&E frameworks, tools, and workplans including leading development and implementation of discrete workstreams.
  • Lead development and implementation of project's workplans in collaboration with programme management team. Support report writing and development of technical guidance.
  • Strengthen standard operating procedures (SOPs) compliance & prevent data fraud
  • Review and consolidate M&E SOPs into one single M&E Manual.
  • Develop job aids aligned with SOPs for staff.
  • Conduct training of programme and M&E staff on SOPs and job aids.
  • Biannual review of the M&E Manual (SOPs) and job aids.
  • Strengthen data quality and ensure data verification based on data verification processes
  • Support Coordination of quarterly Routine Data Quality Assessments using RDQA
  • Review RDQA report including improvement plan using a standard report template.
  • Develop a strategy and process for monitoring implementation of RDQA improvement plan.
  • Work with colleagues and internal/external audit to improve systems and ensure data integrity.
  • Designing monthly aggregate data set push for official reporting.
  • Document & implement a reporting calendar.
  • Submit timely quarterly report to GF.
  • Submit all other reports as per reporting calendar accurately and on time.
  • Ensure that data reported to different audiences is consistent and accurate.
  • Strengthen evidence use of data to inform operational & strategic decision
  • Develop and implement data use workplan.
  • Develop datatoaction (D2A) for demand generation & service delivery.
  • Develop data use KPIs for key M&E, demand generation, and service delivery staff.
  • Conduct data use capacity building for programme & M&E staff.
  • Design data analysis training and work with programme staff.
  • Strengthen performance management review processes and practices
  • Develop and implement annual M&E plans and related performance management systems for the GF programme.
  • Manage the design and management of the data collection process, templates, and databases for each programme to improve performance management.
  • Provide technical assistance and source external assistance on M&E/MIS related workstreams where required.
  • Conduct quarterly and annual meetings with programme heads to plan the systematic review of their services, data collation, and validation system and processes to ensure consistency with data quality standards.
  • Work with front line programme staff to evaluate and establish appropriate data collection methods and tools.
  • Supervise M&E staff and manage staff performance review to ensuring they remain motivated, accountable, and properly trained.
  • Develop and maintain key supplier relationships to ensure cost effective purchasing and highquality product and service delivery.
  • Interact with donors during data quality audits.
