JOB PURPOSE AND PROFILE


To develop, implement, maintain and manage an effective and efficient SCM (SCM) system and SCM function in line with the applicable legislations/regulations and approved policies whilst ensuring fair, transparent, competitive, cost effective and equitable procurement and provisioning system.


RESPONSIBILITIES:

  • Ensure all procurement is undertaken in compliance with all applicable legislation that governs the SCM for public entities and within approved budgets.
  • Develop and maintain appropriate SCM systems, including the SCM Quality Management System covering the full SCM cycle from planning to disposal.
  • Provide input in the planning and compilation of the business unit's annual budget aligned to the CETA strategy score card to support the implementation of set objectives.
  • Ensure the effective implementation, management, monitoring of the business unit's budget, and report on any variances on monthly basis.
  • Ensure the implementation of proper financial controls to manage the business unit budget.
  • Consider market research outcomes and past performance assessment result in appointing the provider.
  • Report on and communicate any costs improvements and shortfalls to the CFO.
  • Develop, implement, and maintain a fair, transparent, and equitable procurement and provisioning system for demand and contract management.
  • Continually improve internal controls in the SCM environment.
  • Advise and support the organization on SCM matters and changes in the applicable legislation.
  • Negotiate terms to potential awardees.
  • Oversee tender specifications, evaluation, and adjudication administrative compliance processes.
  • Ensure all procurement decisions are done to achieve the objectives and targets as per the CETA approved SCM strategy (BBBEE, Youth, Rural entities, SMMES, ETC.)
  • Assess SCM tender and contract management risk and internal control effectiveness and reports such to manage risk through the CFO.
  • Advise internal stakeholders and management in relation to their procurement request.
  • Ensure that all SCM reporting is done timeously and represent the organisation and make relevant inputs in relevant SCM structures and forums.
  • Ensure all goods and commodities to be acquired and are of durable nature, that the samples of such have been inspected for quality and compliance to approved enduser prepared specifications.
  • Ensure that all tender responses are properly evaluated by a properly constituted structure consisting of an SCM official, delegated enduser official at minimum.
  • Advise internal shareholders in relation to their units needs.
  • Assess and recommend mitigating controls for operational risks related to

SCM:
D&CM.

  • Ensure bid specifications are properly constituted.
  • Ensure CETA procurement is done in accordance with SCM strategy.
  • Development, updating and reporting on annual procurement plan.
  • Initiate and negotiate all CETA administration contracts.
  • Maintain records of all contracts and contract related correspondence.
  • Monitor all contracts and ensure contract closeout, extensions, and renewals.
  • Liaison with the Legal Department and enduser and solve any contract related problems.
  • Facilitate the process of deviation and contract variation request.
  • Initiate and manage contract performance reviews between the enduser and service provider.
  • Conduct research on best and costeffective procurement process to be implemented for the items on the procurement plan (competitive bidding process, transversal contracts, participations with other organs of state).
  • Assist the endusers in conducting benchmarking exercises, market analysis and service requirement feasibility studies.
  • Maintain an updated database of poor performing service providers.
  • Perform any other duties as assigned by supervisors.
  • Perform all duties and responsibilities in line with applicable Act, Regulations and per CETA relevant policies and procedures.
  • Ensure compliance reporting to National Treasury and other bodies.
  • Development and continuous improvement in SCM strategies, policies, processes and procedures in line with legislation.
  • Ensure ongoing risk assessment of the SCM environment and processes, identification of risks and mitigation thereof.
  • Ensure adherence of the core principles of behavior/five pillars of procurement (value for money; ethics and fair dealing; accounting and reporting; open and fair competition and equity)
  • Develop and maintain a centralized repository for contract management.
  • Ensure all contracts are up to date.
  • Prepare monthly and quarterly acquisitions report for submission to CEO, CFO, EXCO.
  • Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.
