This position is responsible for complying with estimating procedures when developing project estimates. The individual will participate in improving techniques for estimating.

  • In this role, the individual acts autonomously on small to midsized projects. The individual may also be responsible for providing estimating support on larger projects.
  • At this position, requires moderate supervision when developing Direct, Indirect, and Services cost estimates. This position will require some supervision when developing estimates for Escalation, Contingency, and other costs.
  • Roles and Responsibilities:
  • Develop the estimate plan and coordinate estimate development with the project team
  • Lead the development of the total project estimate; detailed and/or conceptual
  • Prepare the total Project Basis of Estimate
  • Prepare the Estimate Risk Analysis and make cost contingency recommendations
  • Analyze and make independent recommendations regarding solutions to problems with varying complexity in accordance with organization and/or project objectives and guidelines
  • Assist in preparing cost data for proposals and contract negotiations.
  • Determine project scope, define requirements, works with project team and others to coordinate production, meet deadlines and customer requirements.
  • Follow the Estimating life cycle in accordance with prescribed standards and procedures.
  • Establish quote priorities based on evaluation and analysis of overall opportunities.
  • Provide financial reporting, trending data. Perform data analysis and development.
  • Develop and/or revise manufacturing processes, procedures, work instructions.
  • Lead the preparation of services cost estimates to support proposals
  • Participate in improving techniques for estimating
  • Utilize estimating methods and the expertise of other project professionals to establish total project estimates.
  • Engage in direct contact with other functional areas, including client and field contractors
  • Maintain and support the office estimating database and information such as escalation indices, rate of exchange variation, productivity, etc.
  • Overall implementation and direction of the estimating functions to provide services, procedures and methods for the timely and accurate response to client, project management, departmental, and company requirements
  • When acting as lead, coordinate and direct the estimating functions on projects to provide guidelines and reports for responding to client and project management requirements
  • On smallsized or multiple projects, act independently or may direct a staff of other estimating individuals.
  • On largesized projects, direct a team of other estimating professionals
  • On extremely largesized projects, may report to an upperlevel estimator and direct a portion of the project team.
Some of the basic tasks frequently performed in this position include, but are not limited to:

  • Produce direct and indirect and estimates (AACE Class 5 to AACE Class 1 estimates)
  • Defines the intent and use of the estimate based on an understanding of the Proposal
  • Coordinate estimate development activities with the Project Manager/Estimate Manager/Project engineers
  • Works with Engineering disciplines to prepare the Estimate Schedule
  • Assists in the development of Home Office and Construction Budgets
  • Coordinate the estimate plan and development with the project team
  • Lead the development of the total project estimate
  • Prepare the total Project Estimate Basis
  • Prepare the Estimate Risk Analysis and make contingency recommendations
  • Arrange and conduct department, discipline, and project estimate reviews
  • Participate in the presentation of the estimate to Fluor and client management
  • Develop and conduct estimating training programs
  • Other duties as assigned

  • Must be authorized to work in the country where the position is located.

Basic Job Requirements

  • Accredited four (4) year degree or global equivalent in applicable field of study and eight (8) years of workrelated experience or a combination of education and directly related experience equal to twelve (12) years if nondegreed; some locations may have additional or different qualifications in order to comply with local requirements
  • Minimum of six years' experience in Cost Engineering, Cost Estimating, scheduling, estimating and other areas of project controls in an Engineering environment.
  • A good level of proficiency in MS Excel and other MS Office programs.
  • Underground and Surface estimate development experience
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, clients, vendors, contractors, and visitors
