Job Description

Port St. Johns, Eastern Cape, South Africa (Regular travel required)
Reports to:
Programme Management Unit
Basic Salary:
Negotiable up to R60 000 per month
- The Project Manager will spearhead the delivery of the NGO's Education Outcomes Fund (EOF) project, supporting Early Learning Programmes (ELPs) to meet national Early Childhood Care and Education (ECCE) standards. This includes integrating play-based and nutrition-focused interventions, strengthening ELP registration and compliance, and ensuring rigorous monitoring and evaluation within a Results-Based Financing (RBF) framework.
- The Project Manager is responsible for coordination of all project activities, management of staff and resources, building strong stakeholder relationships, and ensuring delivery of measurable results that improve education outcomes for young children.
- The Project Manager will lead a project team that will oversee the management of all the learning centres.

Roles and Responsibilities
- Programme Delivery and Results
- Lead implementation of EOF activities across targeted ELPs
- Support ELPs in achieving DBE Silver registration
- Integrate inclusive, play-based, and nutrition-focused interventions
- Monitor programme quality and child development outcomes (ELOM, QASS, MSS)
- Stakeholder Engagement
- Build strong relationships with ELP leaders, caregivers, communities, and government stakeholders
- Facilitate forums and workshops to foster community ownership
- Align project activities with national policies and advocate for systemic support
- Monitoring, Evaluation and Learning (MEL)
- Oversee data collection and analysis using CommCare and Power BI
- Report performance to Impande and donor partners
- Collaborate with Bridges Outcomes Partnerships and external evaluators
- Financial and Operational Oversight
- Manage project budgets and procurement processes
- Ensure compliance with donor and organisational standards
- Deliver timely financial and narrative reports
- Team Leadership
- Supervise and mentor project staff and field officers
- Build capacity in safeguarding, MEL, and quality delivery
- Foster a collaborative and accountable team culture
Qualifications And Requirements
Minimum Requirements
- Bachelor's Degree in Education, Development Studies, Social Work, or related field (Master's preferred)
- 7+ years' experience managing NGO or donor-funded programmes
- Proven success in scaling ECD initiatives
- Experience with RBF or outcomes-driven projects
- Familiarity with ECCE policies and DBE registration frameworks

- Strong financial, operational, and MEL management skills
- Stakeholder engagement and partnership building
- Project planning, budgeting, and reporting
- Expertise in ECD curriculum and DBE compliance
- MEL systems (CommCare, Power BI)
- ICT and data management proficiency
- Community development and inclusive education
- Skilled in logistics and last-mile delivery coordination
- Deep understanding of play-based pedagogy and early learning methodologies
- Excellent communication and presentation abilities
- Strong leadership and team management
- Analytical thinking and attention to detail
- Cross-cultural fluency in English and isiXhosa
- Commitment to transparency, and accountability
- Valid driver's licence
Additional Requirements
- Uphold child protection and safe programming standards
- Ensure full compliance with donor and organisational regulations
- Willingness to travel extensively within rural Eastern Cape.
