FINANCE Head - Debt Management Special Accounts
**Requirements**:

- Relevant Bachelor’s Degree, Btech, Advanced Diploma.

(Preferably in Finance Field)
- MFMA Municipal Minimum Competency (at least 15 unit

standards completed).
- Up to 8 years’ relevant experience required in a

Revenue/Debtor Age Analysis Collection environment of
which at least 5 years in a senior position managing staff.
- A sound knowledge of the relevant legislation, By-laws,

policies and procedures relating to the Revenue and
Finance environment.
- In depth understanding of the Local Government processes

with regards to the billing and collection of monies pertaining
to municipal accounts.

Excel
- Project management competence.
- Presentation and report writing skills
- A valid EB/B/C drivers licence

Key Performance Areas
- The overall management of the Special accounts section

within the Debt Management portfolio and to give guidance
on all functions and activities in respect of management of
an age analysis for Government Accounts, Large Residential,
Commercial and Industrial accounts, Staff and Councillor
Arrears, Upfront Credit Control, SOE’s and other sundry
debtor accounts.
- Identifying short and long term objectives and priorities for

the Special Accounts Section
- Managing research into best practices associated with debt

collections
- Manage the analysis and aligning the operating capacity and

capabilities of the Special Accounts Section
- Compiling reports and doing presentations to Top 5, Branch,

Service Directorates on the progress, strategies and initiatives
of Special Accounts Section
- Manage the implementation of the City policies and

programmes associated with the financial and debt
