Work Description
The Payroll Supervisor contributes to the organisational goals by providing an efficient payroll and HR Admin system operations control function that is highly customer focused and aligned to organizational and operational requirements. The Payroll Supervisor will be responsible for successfully overseeing the monthly payroll function in the department, for all company Payroll’s in RSA and global arrangement as well as being responsible for the Human Resources Information Systems Administration.
Duties
Liaise with all Internal and External Stakeholders and Suppliers when necessary, towards the achievement of organizational and departmental goals.
Provide support and assistance to all Business Unit employees and management
Coordinate with HR business partners around payroll documentation received timeously and authorised before auctioning.
Liaise with Finance around costing of pay elements and funding of payroll account
Liaise with IT resources around HR system upgrades, backups and ESS web support
Resolve payroll discrepancies by collecting and analysing information
Ensure payroll processes are in line with to company policies and procedures
Maintain employee confidence and protects payroll operations by keeping information private and confidential
Review all payroll input and payments for accuracy
**Leave Management**: Perform agreed checks on unauthorised workflow and excessive leave balances
Review all EFT salary payments - Ad Hoc and 3rd party payments.
Check that all payment schedules to 3rd parties are forwarded once payments has been made
GL Interface and financial accounting function to Finance
Manage monthly Payroll Cash flow estimation accuracy for funding by Finance
Operationalise the Timesheet data to Integrate to Payroll processing
Ensure interfaces are effectively managed and controlled which include exception reports, alerts and Triggers to ensure accuracy of data transferred to Payroll System.
Review and document all payroll and system processes to be followed in department
Coordinate work and plan monthly peak periods effectively
Check updating of employee data performed in HR and Payroll system for accuracy
Review and approve monthly reports of 3rd party payments earnings, taxes and deductions
Handle scheduled audits
Ensure all benefit forms are completed and submitted timeously to relevant schemes for new applicants, change requests and terminations.
Affect benefit change calculations in Payroll System and check for correctness of input made by Administrators
Report quarterly to PEPFAR the positions funded on their Human Resources Database called Skillsmart
Remove terminated positions on the database
Liaise with Management Accountants on the data requirement for the exercise
Monitor the performance, security, integrity and recovery on the Payroll system and associated modules across the system
Ensures system user actions are in compliance with current Human Resources and Finance policies and procedures
Identify opportunities for improving Human Resources processes through information systems data gaps to effect improvements
Provides technical and self -service support to Human Resources and Payroll staff
Serve as liaison between VIP (vendor) and the company
Run and maintain agreed MIS reports and create new reports as needed
Generate monthly and ad hoc reports for management
Comply with all safety policies, practices and procedures according to prescribed procedures and legislation
Report all unsafe activities to Senior Management/Human Resources
Adhere and maintain Decision making authority as allocated to the position
Participate in proactive team efforts to achieve departmental and company goals
Adhere to all management SOP’s, guidelines and confidential agreements
Mentoring and coaching of sub-ordinates
Supervision of sub ordinates by providing guidance and in
- service training to identify and address all challenges
Provide leadership to others through example and sharing of knowledge/skill
Highlight staff training needs and GAPS to Management regularly
Maintain the integrity of data held within the Payroll System
Education
Matric and/or relevant Payroll or HR qualification
Experience
At least 8 years’ experience in full payroll function and General HR processes in international mobility role
VIP-People 300 Payroll experience will be an added advantage
Experience with Employer or Record or Professional Employer Companies
Full understanding of payroll concepts and remuneration practices
Knowledge of FNB and Standard Bank Online Banking system
Very Good understanding RSA legislative acts such as BCEA; Income Tax, UIF and Labour Relations Act and Social Security and International benefit requirements
Experience of local and international employee benefits administration with regards to Medical Aids, Pension and Risk Benefits etc
