**Job Description** JOB PURPOSE**:
Project preparation specialists who work hand-in-hand with Sponsors to fully prepare their Early Business Cases and Intermediate Business Cases, engaging with the Infrastructure Fund and other role players to access specialist advisory services for social and economic infrastructure projects.

**Qualification and Experience** QUALIFICATIONS**:

- An Honours degree in finance, accounting, actuarial science, or engineering.
- A postgraduate business qualification would be an advantage.

**EXPERIENCE AND KNOWLEDGE**:

- 5-8 years of relevant experience in preparing business cases for small and large complex infrastructure projects.
- Knowledge and exposure in preparing business cases for at least 5 large infrastructure projects which have reached financial close in the last 8 years.
- Exposure in working on at least 2 projects utilising the National Treasury PPP process.
- Knowledge and understanding of relevant legislation and sub-legislation including the Public Finance Management Act, Municipal Finance Management Act and the Public Private Partnership Framework.

**Roles and Responsibilities** MAIN RESPONSIBILITIES**:

- Overall responsibility to manage, lead and report on the development of business cases for priority infrastructure projects and programmes
- Provide oversight of the formulation of and lead the timeframes for business case content, including need for investment, option development, option appraisal, project justification for priority infrastructure projects and programmes.
- Provide technical leadership on business case development for small and large complex infrastructure investment projects and programmes and lead internal business case facilitators
- Engaging with sponsors to develop robust business cases using international best practice methodologies that incorporate strategic, economic, financial, commercial and management cases.
- Promoting a constructive and professional relationship between sponsors (public and private sectors), consultants and appraisers
- Coordinating input from technical, financial, economic and legal consultants.
- Managing the budget and programme of the project evaluation.
- Facilitate the sharing of lessons learnt from other projects.
