The Information Technology and Digital Services requires the services of a Senior Officer: Information Technology and Digital Services who meets the below criteria and can contribute successfully to the mission of the Western Cape Provincial Parliament.

**PRIMARY PURPOSE OF THE JOB**:
To execute development projects and support technology and digital enabled business change through the WCPP, focusing on efficiently delivering both internal and external customer outcomes in line with our strategic requirements, ensuring that the service delivery complies with the WCPP’s digital and technology policies and relevant legislation, meeting industry recognised standards and audit requirements.

**Key responsibilities for the Senior **Officer: Informational Technology and Digital Services **are including, but not limited to**:
**Business Application Development and Business Intelligence Support**
- Write clean, scalable code using NET programming languages.
- Revise, update, and debug code.
- Develop documentation throughout the software development life cycle (SDLC).
- Integrate with external data sources (ERP etc).
- Create Dashboards.
- Database Report Writing.
- Prototype reports and exception reports.

**Business Analysis**
- Model business requirements, using documentation techniques such as UML.
- Report on common sources of technical issues and make recommendations.
- Execute business analysis (requirements elicitation) and draft business requirements specifications for ERP and In-house Applications/ Systems.

**Enterprise Content Administration**
- Creating and configuring new sites.
- Adding document libraries.
- Creating and configuring lists.
- Design Online Forms.
- Develop Custom Workflows.
- Define Metadata and Taxonomy.
- Configure and Optimize Search.
- Maintain and design intranet pages.
- Design and maintain workspaces.
- Develop Custom Solutions in IDE.
- Branding of Sites.
- Maintain knowledge sharing platform.

**Database Administration**
- Optimal Database & Truncation of Log Files.
- Ensure correct database backup procedures.
- Design and Implement Databases.
- Create Tables
- Create Views
- Create Stored Procedures
- Create Web services
- Data extraction, Transformation & Loading.
- Database Security.

**ICT General Administration**
- ICT Project Co-ordination and Support.
- Balance quality of work with deadlines
- Define roles & responsibilities for project team members & clearly communicates deliverables.
- Communicates project status and milestones.
- Ensure projects delivery compliance as per WCPP Project Methodology.
- Create Project Management survey questionnaire.
- Administration of systems change control process.
- Make recommendations regarding systems that the WCPP would require, improve the efficiency of the WCPP or surpasses current systems in terms of efficacy and cost effectiveness.
- Coordinate the operations of the WCPP’s ICT change control process, including coordination of our Change Control Boards (Applications Development and Infrastructure) to ensure that all changes are successfully completed in a coordinated and controlled manner.
- review on an ongoing basis, ICT policies and standard operating procedures (SOPs) covering the full range of our ICT activities.
- Coordinate ICT disaster recovery testing activities.
- Ensure user compliance.
- Audits and Compliance of ICT (Policies, SOPs, and Procedures).
- Obtain clean audit both Internal Control and AG.

**People Management/Client Services**
- Identify subordinates’ responsibilities and allocate assignments as per operational plan.
- Compile performance contracts with staff and staff assessments within the unit.
- Conduct quarterly performance reviews.
- Manage and monitor the performance of the unit.
- Coach, mentor, transfer skills and train staff.
- Manage and liaise with HR on employee relations within the unit.
- Collaborations with stakeholders
- Uphold WCPP values.
- Establish good relationships with customers and staff. Relates well to people at all levels and build wide and effective networks.

**To be considered you need**:

- Three (3) year tertiary qualification in ICT on the level of a B. degree (NQF 7).
- A minimum of 5 years’ experience in a Technical IT and Developer role.
- Microsoft Certified Solutions Developer, including Microsoft 365 Power platform.
- Other skills required:

- Knowledge of information security and ICT governance
- Knowledge of enterprise architecture in a development space.
- Knowledge of development lifecycle principles
- Supervisory experience
