**Job Advert Summary**: To provide a holistic talent acquisition and assessment services to Rand Water Business Units in line with the agreed business model.
**Minimum Requirements**:
**Essential qualifications are**:

- A minimum of an Honours Degree (NQF Level 8) or recognized qualification by the Health Professional Councils of South Africa (HPCSA) to practice as a designated psychometrist.
- An appropriate Master’s Degree in Psychology/ Social Sciences will be desirable/ advantageous.
- A recognized Psychologist with an active registration with the Health Professional Council South Africa (HPCSA) in terms of the designated registration category will be desirable/ advantageous.

**Experience**:

- 3-5 years’ human resource experience (involved in assessments, talent acquisition, performance management, supporting learning and development as well as succession planning).
- 5 years’ experience in the appropriate field utilising competency based or role fit assessment batteries.
- Proven track record of independent practice and ability to demonstrate implementing corporate in-house assessments an advantage.

**Primary Duties**:

- To support the Senior HR Manager and other Executives with the talent acquisition process activities in Rand Water.
- Develop the Competency Framework for Business Units and Divisions across Rand Water.
- Identify assessment batteries or customise assessment instruments for each occupational group or cluster of competencies.
- Develop reliable indicators of assessment outcomes for competencies identified for purposes of in-house assessment (where necessary).
- Job profiling of positions to address historical challenges encountered due to (i) legacy positions (ii) key positions being vacant and (iii) line managers being moved around due to Rand Water restructuring.
- Roll-out plans for launching the In-house Assessment Centre and customising competency assessment batteries to job specific competencies.
- Drive initiatives aimed at sustaining the In-house Assessment Centre and continuous alignment with legislative requirements as well as best industry practices.
- Ensure competence based decisions implemented by Rand Water are in compliance with the Employment Equity Act and the Health Professional Council of South Africa.
- Interface with other divisions to align the assessment needs of the organisation.
- Customisation of learning and development interventions linked to competency based outcomes.
- Oversee the professional accreditation of graduates and existing pool of internal HR staff, as well as implementation of support structures to fulfil the Board Examination requirements.
- Overall oversight on the assessment reports produced for Rand Water to meet the Health Professional Council of South Africa compliance requirements.
- Collaborate with service providers and other registered professionals to deliver just-in-time services to Rand Water or assurance bodies should the need arise.
