Primary purpose: To ensure effective management of all Health & Safety systems through the development, implementation, and compliance monitoring of risk-based Health & Safety Managements Systems in accordance with relevant ISO/SANS Standards as well as applicable legislation.

**Position details**:

Principal Accountabilities:

- Maintain all Health & Safety related ISO certificates by achieving satisfactory ISO audits outcomes to keep/retain such systems.
- Develop and implement continual improvement programs to meet requirements of all Health & Safety systems.
- Develop and/or review Health and Safety Management System with an objective of reducing injury on duty incidents and achieve company set performance targets.
- Ensure Health & Safety legal compliance through continual review of applicable legislation, review of implemented actions, ensure development and implementation of corrective actions following all Health & Safety legal compliance audits.
- Develop and review Railway Safety Management System (SMS) in line with relevant RSR guidelines, and coordinate implementation of all relevant SMS compliance matters to keep validity of the Operating Safety Permit, including closure of all Special and General Conditions, submission of all RSR reports and corrective actions, etc.
- Undertake ongoing planned compliance verification of all Health & Safety and Railway Safety Systems
- Manage all day-to-day operational Health & Safety and Railway Safety matters including staff performance related matters.
- Ensure that all company contractors are fully conversant of requirements related to SHERQ, and that they remain compliant throughout their engagement with company.
- Interact with external parties to ensure that clients Health & Safety and Railway Safety Systems remain abreast of the changes in the operating environment.
- Use data collated from operations and incidents to analyse the management system performance, identify trends, and generate accurate on-time reports that inform management decisions.
- Undertake incident and accident investigations as per company Incident Management Procedures and ensure swift reporting to relevant authorities.
- Coordinate planned and ad hoc inspections requested by various Authorities e.g., Fire Departments, RSR Inspectors, GMA, etc.
- Coordinate internal and external Health and Safety audits as well as Railway Safety audits.
- Take charge of the effective management of all H&S and Railway Safety Risk Management Program including:

- Review of risk assessment Policies and Procedures,
- Undertake the Health & Safety Risk Assessments as well as Railway Safety Specific Risk Assessments in accordance with applicable SANS Codes and RSR Guidelines
- Coordinate all H&S and Railway Safety Risk Assessment reviews.
- Follow up on all risk assessment related action plans to mitigate identified risks.
- Take charge of the management of all Health & Safety and Railway Safety Specific non-conformances raised in all audits and inspections undertaken by various officials on the client system.
- Ensure effective management of all company document and records through:

- Review of document management systems.
- Review of existing records management system.
- Plan and undertake continual records management audits.
- Ensure that all Health & Safety and Railway Safety related records are uploaded on the company approved records management system.
- Ensure that all letters which require Health & Safety Division response are responded to, on time, each time.
- Keep track and validity of all Permits.
- Keep all Health & Safety related documents and Railway Safety documents updated.
- Full time member and co-Chairperson of EMS meetings, company/client Liaison meetings, and client Disaster Management Forum meetings
- Establish and monitor compliance with employee participation processes which includes:

- SHE Representative structures
- SHE Committee Meetings
- Participation in risk assessments, audits, inspections, etc

Specific Responsibilities:

- Drive the implementation and maintenance of all H&S and Railway Safety Management systems based on:

- ISO 9001
- ISO 14001
- ISO 45001
- SANS 3000/1 and other Railway Safety SANS Codes
- Review all H&S procedures, processes, etc., to ensure alignment with the requirements of all applicable standards and legislation.
- Develop and implement programs to ensure compliance with all H&S and railway safety procedures/processes.
- Undertake awareness campaigns and programs to improve safety culture at company.
- Undertake internal safety audits and coordinate all external safety audits.
- Attend/chair SHE Committee Meetings and provide advice and guidance at these meetings to improve Health and Safety at company
- Provide detailed feedback and reports on the status of Health and Safety at SHE Committee Meetings as well as other forums such as Railway Safety Committee and to the company senior management.
