**RESPONSIBILITIES**:

- Manage the development of the operational plan for the Provincial Office in line with the strategic and annual performance plan of the CETA.
- Manage, monitor, evaluate and report on the implementation of the province’s operational plan, taking corrective actions where necessary.
- Report on the activities of the Provincial Office to relevant stakeholders in line with requirements.
- Develop strategic alliances and partnerships with all relevant stakeholders and effectively communicate to promote and advance the CETA’s vision, mission and mandate.
- Develop and implement integrated marketing and communications plan for the province.
- Manage all external media enquires as required.
- Implement the stakeholder management strategy and plans within the province.
- Identify and negotiate with employers in the province willing to take interns/learners for workplace training in the sub-sectors of the CETA.
- Provide advocacy on matters related to the Provincial operations to empower the CETA stakeholders to make informed decisions. Implement timeous communication on progress and challenges in achieving the tactical work plans to impacted stakeholders.
- Facilitate initiatives to support the skills development in the informal sector cooperatives and other income generating initiatives for the unemployed.

- Facilitate, maintain, and support partnerships with HEIs, FETs and other relevant partners in the province in line with the National plan.
- Conduct workshops in the province to teach people and stakeholders about WSP, ATR, PTP and PTS.
- Assist employers in the province with Workplace Skills Plan preparation, implementation of training plans, and provide support on the quarterly monitoring report function.
- Manage the provision of records management/ archiving support services within the province.
- Oversee and ensure the proper record archiving and management in the Provincial office(s), including the updating of the Provincial Office database.
- Monitor compliance to service level agreements with regards to corporate support services provided to the Provincial Offices.
- Responsible for the management of the budget of the Provincial Office by ensuring financial stability within the province
- Manage the assets within the Provincial Office in line with the PFMA, Treasury regulations and CETA policies.
- Monitor changes in the regulatory environment and ensure that appropriate operational controls are implemented to address new requirements.
- Review and update relevant CETA policies and procedures (business unit relevant)
- Create a high-performance culture and manage team performance effectively by translating and communicating the annual performance goals and measures into individual work plans based on agreed upon objectives.

**SPECIFIC DELIVERABLES EXPECTED**
- Credible Client Services and Projects management reports.
- Projects Monitoring and Evaluation reports.
- Business unit’s Service Standards and Business Scorecard aligned overall CETA scorecards, APP, SLA, Strategic Plans, etc.
- All risk, compliance and governance reports for the Client Services and Projects units.
- Business unit’s budgets progress reports.

**DESIRED SKILLS, EXPERIENCE AND COMPETENCIES**
- A Bachelor’s degree (NQF 7) in any of the following: Education, Training and Development, Public Administration, Business Administration and Human Resources Management.
- A relevant Postgraduate degree will serve as an advantage.
- A minimum of 10 years proven experience in the Skills Development Sector (ETD Sector) or education-related environment, of which a minimum of 5 years must be on management level in current or past employment.
- A professional qualification in Project Management and extensive knowledge in the field Operational experience in a training, education and development environment will be an added advantage.
- Advanced computer skills in MS Office packages.
- Sound knowledge of basic financial management which includes a good understanding of and experience in budget and expenditure management with the ability to accurately account.
- The incumbent must have a good understanding and knowledge of skills development legislation, including the Skills Development Act (SDA), Skills Development Levies Act (SDLA), South African Qualifications Authority Act (SAQA Act), Public Finance Management Act (PFMA), etc.
- Must have excellent stakeholder relations and communication skills.
