**Responsibilities**:
The Health Systems Strengthening Advisor will be responsible for guiding the design and implementation of overall capacity development/training activities related to health systems strengthening in support of TB services for the project. Primary responsibilities include the following:

- Advise and collaborate with the NDOH, NTP, Provincial, District, relevant private and public sector partners, and community health structures on the development, implementation, and evaluation of technical cooperation programs in the areas of health systems development, and health services organization and management
- Promote and support the establishment of policies, norms and standards for the design, organizing and functional programming and operation of health systems, integrated health services networks including hospital and other health facilities and services, and public health infrastructure and services
- Supervise three technical specialists seconded to the NDOH
- Assist in development, implementation and oversight of pilot programs testing innovations to improve TB services
- Assist in development, implementation and oversight of QI endeavors to improve TB services
- Assist in rolling out eSupervision and other tools to improve health systems
- Assist in rolling out tools and approaches to infection control practices
- Assist in rolling out tools and approaches to improving TB diagnostics, case identification and linkage to treatment services
- Provide technical cooperation for the development of health services, with emphasis on the primary health care (PHC Re-engineering and ICSM) and the structure and operation of local health systems that provide a setting for the joint participation of the public sector social security systems **(NHI), **the private sector, and government agencies at national, provincial, district and community levels.
- Support the strengthening of institutional capabilities to develop programmatic and support systems for sustainable oversight mechanisms for laboratory, TB, TBHIV, MDR programs and PHC re engineering teams
- Assist in piloting Cepheid's Omni point of care tool and its larger roll out
- Work with NDOH and NHLS to strengthen strategies to improve access to new diagnostic services for TB and MDR TB

**Qualifications**:

- At least 8 years' experience in Health Systems Strengthening in setting similar to South Africa
- Experience implementing TB programs/ knowledge of TB service delivery approaches
- A demonstrated ability to establish work in a diverse environment
- Excellent English language, written and oral skills
- A master's degree in public health or equivalent
- USAID experience preferred
