The Plenary Support unit is seeking the services of a **Manager: Plenary Support** who meets the criteria below and can make a successful contribution to the mission of the Western Cape Provincial Parliament.

**Why You?**

The Manager: Plenary Support plays a crucial role in supporting the operations of the WCPP by contributing to the implementation of Plenary Support strategic and operational plans. The _Manager: Plenary Support_ will oversee the Plenary Support component with the aim of offering procedural and related support to the House, Presiding Officer, and Members.
- Managing the Plenary Support component.
- Providing procedural advice to the House, Presiding Officers, Members, and other relevant structures.
- Ensuring the record-keeping of House Proceedings and the drafting of House Papers.
- Offering procedural and administrative support to the Rules Committee.
- Managing NCOP Support and Liaison Services.

In this role, individuals will manage, plan, and prioritise tasks based on the overall direction provided by the Director: Parliamentary Support Services.

**To be considered, you need to meet the following requirements**:

- Possess a minimum of a Bachelor's Degree in a relevant discipline (e.g., Law, Social Sciences, Political Science, Communication).
- Have a minimum of two years of Managerial experience, preferably acquired in a Parliamentary Environment.
- Demonstrated five years of experience in a Supervisory role, which includes competence in operational supervision and resource management (such as managing people and budgets).
- Hold five years of pertinent operational supervisory experience within a legislative environment (e.g., law-making, oversight, public participation, parliamentary processes, etc.), with prior experience in the legislative sector being advantageous.

**Primary duties of the Manager: Plenary Support encompass, but are not restricted to**:
**Strategic and Operational Management**
- Formulate and recommend strategies and objectives for the Section to the Chief Parliamentary Officer to ensure the attainment of strategic goals.
- Provide input into the Section's budget.
- Implement the Section's Operational Plan that aligns with the strategic plan.
- Regularly review and report to the Chief Parliamentary Officer on overall progress and results against operating and financial objectives, initiating improvement actions as needed.
- Keep the Chief Parliamentary Officer fully informed of all significant operational, financial, and other matters relevant to the Sections, including regulatory and policy developments.

**Management of Plenary Support Section**
- Manage Plenary Support.
- Ensure the timely production and quality of House documents as per agreed-upon timelines.
- Develop and review procedural guides prepared for Presiding Officers.
- Monitor and assess the production of procedural manuals, updating them annually or as required.
- Ensure the quarterly production of the Digest of Rulings.
- Oversee ongoing training for MPPs on procedural matters in accordance with the agreed training program.
- Manage the preparation of considered rulings as needed.
- Provide procedural advice to presiding officers.
- Manage the provision of a parliamentary questions service to Members.
- Ensure the prompt communication of House resolutions to relevant stakeholders.
- Oversee procedural research on parliamentary procedures and topics under consideration.
- Regularly assess the relevance of the Standing Rules, conducting evaluations annually or as necessary.
- Manage the provision and administration of interpreting services.
- Monitor and assess inputs of Sections on the website on a monthly basis.

**Financial**
- Adhere to the AO's procurement system, approving transactions as per delegation.
