**The Strategy: Corporate Affairs team currently seeks to appoint a Petroleum Policy Specialist**

**Petroleum Regulatory and Policy Support**:

- Ensure that TSA (including NBS) complies to all relevant legislation, regulations and rules which govern petroleum-related operations (e.g. Petroleum Products Act, Petroleum Pipelines Act, Petroleum Pipelines Levies Act, Ports Act)
- Provide regulatory support to Operational Business Units (Line Function) in preparing (periodic and ad hoc) reports to be submitted to Petroleum Regulators
- Provide support with regard to all petroleum and related policies or legislation which may have a strategic or operational impact on the industry and various Total Branches operating within South Africa
- Provide support to Operational Business Units (Line Function) to ensure that TSA's position is established, well-articulated and communicated in response to proposed petroleum policies, legislation, regulations and rules as well amendments to any of the aforementioned.
- Ensure that where relevant TSA is represented in regulatory and policy discussions which have an impact on the petroleum sector
- Facilitate interactions between relevant business units and local authorities where TSA has operational facilities as and when required Operational Business Units
**Participate in relevant external forums**:

- Participate in and represent Total South Africa's interest in all external forums led and/or coordinated by relevant government departments, regulators, industry associations and state-owned entities on regulatory and policy matters that impact TSA's operations
- Participate and provide feedback to business on all public hearings and coordinate appropriate response and policy position by TSA
- Identify relevant business units and representatives to provide support in forums established by DoE and other authorities
- Participate in specialist teams required for once-off tasks and studies relating to regulatory or policies matters
**Regulatory management framework**:

- Develop and maintain a regulatory reporting framework which ensures that TSA remains compliant to all petroleum regulations at all times
- Coordinate input from relevant business units (e.g. Operations & Logistics; Supply & Refining; Retail Network) to ensure that they provide inputs on regulatory reports
- Work with relevant business units to ensure that regulatory processes are complied with for all licensed facilities throughout their operational life
- Establish and chair internal regulatory forum which enables coordinated feedback from relevant external forums by business units (e.g. Government, Nersa, Sapia)
- Maintain a regulatory stakeholders and issues matrix
- Manage the relationship with the Corporate Strategy and Planning Division to ensure analysis of the business impacts of new policies and legislation.
**Strategic Relationships with regulatory stakeholders**:

- Establish and maintain strategic relationship with key stakeholders such as DoE, NERSA, Transnet Pipelines, Ports Authority and SAPI/
- Establish and maintain strategic relationships with local authorities in all areas in which TSA has operations
- Provide relevant support to establish and maintain relationships with national government and regulatory stakeholders within NBLS

Work closely with and provide relevant support to Regulatory Specialist to ensure that analysis of the impact of Regulatory Changes is incorporate into Total's position to Sapia and Government

**Context and environment**

The South African petroleum sector is highly regulated with an evolving policy framework. Over the past few years the petroleum industry has been evolving with many new non-integrated companies entering the market. As a result, the petroleum industry has become quite diverse with the spectrum of the interests of different players increasing. As a consequence, different policies, regulations and rules have a very divergent impact on different players within the market. In parallel, in order to create a climate of inclusivity, industry associations that exclusively represent players from only on a segment of a particular industry are frowned upon. It has thus become increasingly important for companies to clearly establish their individual positions on policy and regulatory matters and elevate their voice and make clear such individual position to regulatory authorities.

**To succeed in this role you will need the following qualifications, competencies, skills and attributes**:

- B Com (Economics) or Law degree. Post graduate qualification an added advantage
- Knowledge and experience within the South African petroleum industry (+10 years)
- Knowledge of the South African petroleum legislative environment (+10 years)
Pipelines Levies Act) and related Regulations will be an added advantage
- Analytical mindset and willingness to analyze information
