**Purpose of the post**

To promote strategic planning processes in the development of the organisational strategic plan, annual performance plan and branch operational plans and to assess and facilitate alignment in the planning between the DSI and its entities.

**DESCRIPTION OF TASKS**
- Coordinate the development of the DSI 5year Strategic Plan with associate Technical Indicator Descriptions (TIDs)
- Draft internal guidelines to be followed in developing or updating the 5year Strategic Plan in line with national prescripts.
- Guidelines issued to the Programmes by the required dates as per the RFSAPP
- Strategic Plan developed and approved by Exco.
- Engage DSI Programmes in preparing their inputs and participate in Strategic Plan sessions of the Programmes.
- Guide Programmes on planning methodologies.
- Participate in organisational strategic planning sessions.
- Draft terms of reference for design, layout, printing of the final approved Strategic Plan for tabling to Parliament and external distribution.
- Terms of reference submitted to SCM for procurement of services.
- Liaise with Science Comms on the layout printing and editing.
- Final approve SP edited, designed and layed out.
- Interact with the editor during editing period.
- Final approved SP edited, designed and layed out.
- Ensure that the Strategic Plan including the revised SP is posted on the DST website.
- DSI SP accessible on dst.gov.za.
- Conduct annual review on the 5-year Strategic Plan
- Align annual planning instruments to the 5-year plan.
- Facilitate sessions where in the Strategic Plan is presented to DSI staff especially middle managers and below.
- Sessions hosted and SP presented in Programme Branch meetings.
- Coordinate development and submission of DSI Annual Performance Plan (APP) with associate Technical Indicator Descriptions (TIDs)
- Draft internal guidelines with latest change if they exist informed by national prescripts to guide Programmes.
- Guidelines issued to Programmes in Q1 of every year
- Support, analyse and advise Programmes on their draft inputs into the APP
- Engagements with Programmes and memos on advice for amendments post review of submissions
- Submit 1st draft APP to EXCO
- Submit 1st draft APP to National Treasury and DPME Incorporate comments and feedback (from National Treasury and DPME) in developing revised drafts.
- APP drafts signed by the DG and together with letters of submission to NT and DPME
- Coordinate stakeholder engagement with presentation to Exco, extended Exco and Programme Mancos on the draft APP.
- Meetings held with Programmes and 2 sessions with DSI SMS (as coordinated by the ODG)
- Liaise with Science Comms on the layout printing and editing.
- Final approved APP edited, designed and layed out
- Interact with the editor during editing period.
- Final approved APP edited, designed and layed out
- Ensure that the APP including the SP amendments are posted on the DST website.
- Manage the non-financial Chapter of Estimates of National Expenditure (ENE) and Adjustment.
- Participate in the MTEF process to inform the alignment towards the Strategic Plan.
- MTEF submission that contains bids aligned to the outcomes of the SP.
- Estimates of National Expenditure (AENE) processes under the CFO leadership.
- Support the CFO in managing and coordinating the non-financial section of the ENE chapter (indicators on APP) and AENE.
- Predetermined objectives included in the non-financial section of ENE chapter for P2-4 and 5 and Adjustment Estimates finalised.
- ENE and AENE aligned to DSI Strategic Plan and Annual Performance Plan.
- Coordinate the development of the Programme Operational Plans
- Develop an annual template based on the Planning Framework
- Programme operational plans developed and approved
- Draft guidelines on Operational plan aligned to the APP development process.
- Guidelines issued every financial year
- Coordinate Programme inputs and analyse against previous year deliverables.
- Memo to each Programme on review of the Operational Plan and proposals on improvement.

- Facilitate engagement with the Governance unit on national planning applicable to entities.
- Approved entities planning outputs aligned to the DP and DSI SP
- Advise on planning items to be tabled at Chief Executive Officers’ Forums (CEOs Forums), COHORT and Chairpersons Forum
- Items tabled at relevant forums.
- Implement components of the OMF relevant to Planning
- Review the findings of M & E as input into the planning process
- Approved SDIP based on previous year
