A relevant three-year tertiary qualification
Eight (8) or more years of managerial experience, preferably in local government, public participation, or related fields
Strong knowledge of legislative frameworks, policy development, and public participation processes.
**Key performance areas**:
Lead the preparation, implementation, and review of the City’s Public Participation Policy
Provide strategic advisory services on trends, legislation, and best practices in public participation
Oversee the development and management of sub councils and ward participatory mechanisms
Ensure compliance with relevant legislation (MFMA, Access to Information Act)
Guide and direct the preparation of capital and operating estimates and control expenditure against approved budget allocation
Direct, manage, and optimise human resources within the Public Participation Unit
Implement strategic programmes that promote meaningful engagement between the City and its communities
Ensure the co-ordination, development and implementation of crosscutting special projects in accordance to organisational objectives and IDP
Develop systems, processes, and quality management frameworks for effective service delivery
Develop and maintain a Strategic Risk Management Framework for the City's public participation process.
