**Requirements**:

- A relevant 3-year tertiary qualification, Btech or B Com

Degree in Finance, Supply Chain Management or
related fields
- 5-8 years relevant experience required in Supply Chain

Management of which at least 5 years in a
supervisory/management experience and having gained
specialist knowledge in a SCM discipline.
- Sound knowledge of Local Government legislation, supply

chain policies and procedures.
- Knowledge of MFMA would be advantageous
- A valid EB/B drivers licence

Key Performance Areas
- Implement and support the development and maintenance

of Demand Management processes and procedures that
will facilitate effective, efficient, economic and transparent
procurement of goods and services.
- Liaising with user departments to determine their current

and future needs, including the frequency of their needs
- Manage timely development of the Procurement Plan
- Drive the timeous implementation of the demand plan

through interaction with role players at all levels of the
organisation.
- Contribute to the achievement of the SDBIP target timelines

for the awarding of tenders
- Contribute to developing effective procurement strategies to

gain value for money and efficiencies in the SCM process
- Assessment of implementation of the demand plan in order

to ascertain where there is risk of deviations, contract gaps
or contract extensions which impact on the ability of the City
to provide services
- Provide strategic, tactical and pro-active thinking and

leadership to the section
- Assist with detection and prevention of irregular expenditure
- Management of data for purposes of driving of the

implementation of tenders to facilitate service delivery
