Job Title: Parliamentary Procedures Specialist


We are seeking a highly skilled and experienced Parliamentary Procedures Specialist to join our team at the Parliament of The Republic of South Africa. This is a unique opportunity to contribute to the smooth functioning of our parliamentary processes.


About the Role

The successful candidate will be responsible for providing procedural advice, guidance, and support to plenary sittings, house committees, and members' forums. They will ensure compliance with the Constitution, Assembly Rules, and Joint Rules. Additionally, they will prepare documentation required for plenary sittings, house committees, and members' forums, including the drafting of guides, minutes, order papers, and division guides.


Key Responsibilities
  • Contribute to the effective functioning of plenary sittings, including mini-plenary sittings, by providing procedural advice, guidance, and support during plenary sittings of the Assembly.">
  • Ensure compliance with the Constitution, Assembly Rules, and Joint Rules.
  • Prepare documentation required for plenary sittings, house committees, and members' forums, including the drafting of guides, minutes, order papers, and division guides.
  • Fulfil secretariat functions for assigned house committees and/or forums.
  • Ensure effective record keeping of meeting artefacts and conveying of decisions.
">Contribution to Institutional Memory">

The Parliamentary Procedures Specialist will also contribute to the creation and review of institutional memory instruments on plenary-related matters. This includes monitoring, recording, and analysing procedural developments regarding plenary related issues, preparing write-ups for NA Table Publications, including for Procedural Developments and Fact Sheets, and ensuring a record of institutional memory instruments is maintained electronically and is accessible.

">Processing of Membership Matters">

The role involves processing membership matters pertaining to the National Assembly, including supplementation and review of lists, publication of reviewed and supplemented lists, and appointment of whips. Accurate records of all membership related matters, including updated membership lists of the Assembly, must be maintained.

">Preparation of Rulings">

The Parliamentary Procedures Specialist will develop and produce rulings for Presiding Officers.

">Requirements">

To qualify for this position, you must have:

  • A relevant four-year degree or Post Graduate Diploma at NQF Level 8.
  • At least five years' experience in a Parliamentary or related environment.
  • A six-month probationary period applies to this post.

You must also demonstrate:

  • Thorough knowledge of Parliamentary processes and procedures, as well as constitutional framework and relevant legislation.
  • Knowledge of the political environment.
  • Excellent written and oral language skills.
  • Excellent analytical ability.
  • Ability to work long and irregular hours under sustained pressure.

The estimated salary for this position is around R 850,000 - R 1,050,000 per annum, depending on experience.
