**_ Position Purpose:_**

To manage a property portfolio at the Port for the best utilization on Transnet National Ports Authority/Transnet Property

assets with a maximum return on investment consistent with safety, environmental, legal and financial requirements.

Responsible for a property portfolio KPIs in the Ports such as property portfolio growth, rental revenue growth, property

vacancy management, lease renewals and BBBEE compliance.

**_ Position outputs:_**

TENANT ENGAGEMENT
- To meaningfully consult tenants on decisions affecting them;
- To oversee tenant onboarding and tenant exit;
- To inculcate a culture of two-way communication with tenants;
- To conduct tenant workshops and training;
- To co-ordinate tenant feedback and tenant satisfaction surveys.

LEASING MANAGEMENT
- To manage the lease allocation and lease extension process;
- To submit lease proposals to all relevant TNPA governance structures;
- To conduct periodic building inspections;
- To oversee the eviction process;
- To maintain and update the lease register.

REVENUE GROWTH
- Implement periodic rent reviews;
- Identify and realize other possible additional revenue opportunities;
- To initiate and oversee provision of top structure;
- To identify strategic land parcels for acquisition and optimize port land use;
- Coordinate land/property/waterside valuations.

DEBTORS MANAGEMENT
- Management of lease debtors’ book for own property portfolio;
- Collaborate with finance department to manage invoicing and arrears.
- Collaborate with rental debtors’ unit to reduce rental debtors’ arrears;
- Participate fully and actively in the rental debtors’ war room;
- Assist in automation of debtors management system.

VACANCY MANAGEMENT
- Utilize marketing strategies to secure new tenants;
- Ensure vacant properties are in a lettable state;
- Co-ordinate a responsive re-tenanting plan;
- To oversee management of common areas, infrastructure and utilities;
- To implement tenant retention strategies and tactics.

REPORTING AND INFORMATION MANAGEMENT
- Responsible for monthly reporting on performance of a property portfolio;
- Compile and submit quarterly and adhoc reports to Ports Regulator Of South Africa;
- Ensure proper document management for a property portfolio;

COMPLIANCE AND RISK MANAGEMENT
- To ensure compliance to all Transnet property policies, National Ports Act and BBBEE laws.
- To ensure that properties and tenants comply with OHSA and NEMA;
- To ensure compliance with the Ports Regulator of South Africa;
- To ensure all risks to the property portfolio are managed.

ASSET MANAGEMENT
- Responsible for updating the asset verification system (RAVE);
- Manage capital investment process to ensure refurbishments and re-developments;
- Oversee buildings conditions
assessment in collaboration with Facilities Management;
- To implement the Property Repairs And Maintenance Plan.
SECTION 56 CONCESSION AND LICENSING
- Contribute to drafting and evaluation of Section 56 RFPs;
- Take Terminal Operator Agreements through TNPA governance structures;
- Collaborate with Risk and Regulatory on Section 56 licences;
- Collaborate in reviewing of concession and licensing procedure.

CONTRACT MANAGEMENT
- Implement the SLA between Engineering Department and Property Management;
- Management of Lease and Terminal Operator Agreements;
- Management of contracts of service providers responsible for emergency and urgent repairs and maintenance;
- Meet with service providers to provide feedback on contract performance.

HUMAN RESOURCES
- To recruit, select and appoint property officers / administrators;
- To lead, manage and develop property officers / administrators;
- Implement performance management of property officers / administrators;
