Overview Reporting: Position reports to the Human Resource Manager Duration: October 2025 – 31st of March 2026 (Extension depending on funding availability) Organisational Background Centre for Community Impact (CCI) formerly known as Johns Hopkins Health and Education in South Africa (JHHESA), is a South African local Health and Social Behaviour Change and Communication organisation, which is also registered as a local Non-Profit Organisation (NPO) in the Kingdom of eSwatini (formerly Swaziland). Since CCI’s early years under the stewardship of the Johns Hopkins University’s Centre for Communication Programs, CCI has been at the forefront of the response to Gender Based Violence (GBV), HIV, TB and STIs in South Africa. Position Summary With support from the Human Resources (HR) Manager, the HR and Operations Officer provides support for all HR operations. This includes, but is not limited to, the payroll processes, recruitment and placement processes, administration of benefits and allowances, performance, grievance, and disciplinary management, as well as other HR-specific functions. All duties are conducted in close coordination with the Procurement and Operations Manager and the HR Manager, and serve to support the overall objective of ensuring quality service and output is provided to all with regard to HR aspects. Primary Responsibilities Recruitment Guide and advise hiring managers on job definition and analysis, recruitment strategies, selection process and job offers. Assist with forecasting human resources needs and the development of staff recruitment plans. Lead recruitment processes including conducting thorough screening of applicants, interviewing of candidates and recommending top candidates to hiring managers. Co-ordinating the shortlisting process with the relevant department. Coordinate HR orientation for new staff, as well as providing HR specific orientation as needed. Ensure that all staff positions have up-to-date job descriptions, and that all employees are provided same. Coordinate the advertisement of new positions. Assist in all administrative functions linked to recruitment. Ensure a recruitment status report is kept up to date. Coordinate all new staff orientation and onboarding. Payroll Administration In collaboration with the Procurement and Operations Manager/HR Manager, perform payroll administrative functions such as gathering payroll input, verifying VIP payroll reports and Train and advise staff on the usage of the Employee Self Service (VIP Module). Coordinate timesheet completion process for all staff and check monthly reports to ensure accuracy of basic personnel data before payroll is finalised. Support the HR Manager in undertaking regular salary reviews. Advise, implement and administer the Company Compensation Benefits. Disciplinary and Grievance Actions Advise supervisors on disciplinary procedures. Advise supervisors on Human Resource management issues. In close communication and collaboration with HR Manager, deal with staff grievances. Staff Performance Management Follow up on administrative formalities linked to the completion of a probationary period for all new employees. Monitor and track due dates for execution and completion of performance appraisals, and alert HR Manager to any challenges or discrepancies in this regard that recommendations for merit increases, salary increments, promotions, reclassifications, demotions, etc. are captured in a timely manner, and are made in accordance with established policies and procedures. Assist in supporting all line managers through training and all necessary support in implementing Performance Management. Exit Management Coordinate and assist in scheduling and conducting staff exit interviews. Announce all resignations to all staff. Support the Procurement and Operations Manager with the recovery of company equipment and resources. Administration of Benefits and Allowances Serve as the primary point of contact for all benefit and allowance tracking documentation and ensure efficient filing and reporting of same. Supervise all staff benefit applications, communications and all related administrative duties. Maintain, administer, and communicate employees’ insurance schemes, including medical aid, Unemployment insurance fund, life insurance and provident fund. Support HR Manager in tracking staff benefits. HR Compliance Ensure the completion of the quarterly HRID reporting. Support the completion of STATSSA and related reporting. Administrative Activities Prepare and compile monthly HR Reports as needed. Maintain and update staff files with regards to salary and allocated benefits and allowances, transfers, promotions, completion of probation, termination of service etc. Contact service providers for assistance and needed support as and when necessary. Working closely with departments, assist line managers to understand and implement policies and procedures. Support the implementation of all HR strategic goals. Education and Experience A Human Resource Manager Degree or any relevant qualification. 3-5 years proven working experience in the same capacity. Solid knowledge on the application of all South Africa relevant legislation (LRA, EEA, BCEA, OHSA). Solid experience of SAGE VIP payroll including the ESS module. Proven experience on the management of employee relations. Competence to build and effectively manage interpersonal relationships at all levels of the company. Strategic and analytical thinker, proactive and performance-oriented. Organized, self‐reliant, good problem‑solving, results‑oriented and able to multi‑task. Excellent communication skills, including during tough negotiations and in light of staff adjustment to adhere to new policies and procedures. Presentation skills and the ability to effectively interface with all team members. Able to set priorities and multitask while maintaining accuracy and meeting deadlines.
