Responsibilities Develop and maintain OMS processes related to Control of Work procedures, work at heights, confined space entry, cranage and lifting, electrical safety, gas detection, permit to work, lock out tag out, hot work, excavation/ground disturbance, hazard identification, risk assessment method statements, vacuum truck, inert standards to ensure compliance with Safe Work procedures. Provide assistance, guidance and compliance strategies. Offer advice and counselling to refinery departments, contractor groups and line management concerning compliance with Occupational Health and Safety legislation (Act 85 of 1993), industry and company policies. Deliver safety guidance to operations, staff, technical groups, line‑management and onsite contractors. Guide onsite contractor safety personnel regarding Control of Work standards and procedures. Coach and align Operations, Maintenance and Contractors with regards to compliance and changes to Control of Work Procedures. Lead the development and review of Control of Work procedures, manuals, procedures and policies, ensuring alignment with industry best practices and Glencore standards. Administer and implement procedures for the refinery. Lead safety inspections, incident investigations and routine local safety inspections and Control of Work audits. Develop audit schedules for Operations and Maintenance (high‑risk activities in the Refinery CSE, WAH, LOTO, L&R, etc.). Steward the Leadership Walk‑abouts and incorporate learnings into Control of Work procedures when necessary. Steward and coach colleagues in all aspects of the execution of LPS in the field, including: Conduct Field Observations (TSPAs) Re‑enforce the use of Stop Work Authority in the field Raise NLI/LI’s in ISOMETRIX Conduct Field LPOs and address LPS findings, ensuring questionable items are dealt with swiftly Reinforce the use of LPSAs in the field Address LPS findings immediately with relevant stakeholders Serve as point of contact for emergencies and incidents Report and address any adverse/unsafe conditions noted on‑site (e.g., environmental spills, unsafe steam leaks, etc.) to relevant stakeholders or departments for actioning Participate in incident investigations as required Gather data and compile monthly reports from audits by Operations, Maintenance and Contractor Safety Professionals for each business team area and Refinery governance meetings Address deviations of audits with Operations and Maintenance Analyze near‑loss incidents (NLI) and loss incidents (LI) related to safe work practices monthly and advise on preventing recurrence Publish monthly leading and lagging indicators for Safe Work activities Facilitate Hazard Identification risk assessments to ensure contractors understand inherent risks before performing Control of Work tasks. Review confined space entry packs to ensure contractor risk assessments align with hazard identification documents. Support and implement behavior‑based safety programs, conduct TS‑PAs on site and LPOs within the team. Assess training needs and provide input to align training for Contractor Supervisors and Astron Energy Operations and Maintenance. Support reviews of Control of Work training programmes and materials (work at heights, confined space entry, permit to work, lock out tag out). Qualifications Education : Diploma/Degree/BTech in Safety Management or equivalent experience as a safety officer or safety specialist. Experience : Minimum of 5 years’ refinery operations experience; knowledge of ISO 18000, ISO 14001, ISO 45001 systems (beneficial); understanding of Control of Work Standards (working at heights, confined space entry, lock out tag out, excavation/ground disturbance, hot work, lifting & rigging). Knowledge and Skills : Demonstrated skills in computer tool usage. Demonstrated experience in auditing. Experience in procedure writing, standards development, understanding and application. Understanding and application of OHS Act requirements. Proven self‑starter, innovator and implementer of new improvements. Demonstrated awareness of diversity and sensitivity to various cultures, styles and beliefs.
