We actively monitor and investigate trade in wild species and provide information to diverse audiences worldwide as a basis for effective conservation policies and programmes. This role will be hosted by WWF‑MG in Antananarivo on behalf of TRAFFIC. The salary for this position is up to 13,000 USD depending on experience. The salary will be converted and paid in local currency on appointment. Responsibilities Finance and Administration Support Officer will be based in Antananarivo and support the development of TRAFFIC's activities in Madagascar and the Western Indian Ocean, and provide administrative and financial support for the implementation of all TRAFFIC projects. Work closely with Project Managers, the Legal Officer, the WWF‑MG team and other TRAFFIC staff members in Madagascar and South Africa. Financial planning, monitoring and control Monitor monthly and quarterly expenses incurred by the TRAFFIC projects; update financial planning to ensure the proper use of project funds in a timely manner; contribute to the preparation and compilation of financial reports for projects; ensure compliance with donor requirements and regulations; manage relation with subgrantees and provide training to finance and admin staff; support external audits; assist in the preparation of end‑of‑project audits; develop budgets for future proposals. Missions and procurement of goods and services Support the organisation of travel and missions for staff; make all necessary travel arrangements; coordinate the purchase of goods and services; make requests for quotes and compare offers; develop and track advance requests (K1) and claims (K2) and submit to the administrative and financial team in South Africa for processing. Human Resources Management Line manage consultants and interns; organise and oversee recruitment of consultants; assist international staff with dealings with Malagasy administrations. Office Stewardship and Operations Manage services, office supplies, inventory, and communication with suppliers; maintain office functions; ensure assets are insured; handle correspondence and archiving. Logistical support Provide support for workshops and other activities, handle invitations, drafting minutes, ensure vetting obligations, attend project events, manage per diem payments, and other administrative tasks. Miscellaneous Provide information as needed; ensure compliance with internal procedures; perform tasks assigned by Project Managers; comply with donor rules. Supervision Work under the supervision of the GUARD Project Manager and Senior Finance and Administration Officer (TSAF); supervise operations consultants and interns as required. Requirements Profile Bachelor's degree or equivalent in management, administration, finance, accounting or related field. At least three years of experience in the administrative and financial field, preferably in development project implementation related to international cooperation. Experience working on EU or U.S. government‑funded projects is an asset. Good understanding of accounting principles and experience with accounting software. Familiarity with SAGE / ACCPAC considered an asset. Skills and qualities Highly motivated, results‑oriented, strong writing and organisational skills. Ability to prioritise and execute tasks, work independently with remote supervision, and meet tight deadlines. Excellent IT skills (Word, Excel, PowerPoint, Outlook). Excellent interpersonal, communication, and teamwork skills. Strong adherence to TRAFFIC's missions and values. Language and other requirements Verbal and written fluency in Malagasy and French is essential. Fluency in English considered a major asset. Malagasy citizenship or permanent resident status essential. Flexible and occasionally available outside working hours; possible travel within the country. Experience or interest in nature conservation considered an asset.
